iVIINUTES OF THE <br />ADJOURNED REGULAR lvLEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />September 29, 1970 <br /> <br />The joint meeting of the City Council and the City Planning Commission <br />was called to order by Mayor Griset at 3:00 P.M., in the Council <br />Chambers of the City Hall Annex, 500 West Sixth Street, with the following <br />Councilmen and Cor~rnissioners present: <br /> <br />Councilmen <br /> <br />Commissioners <br /> <br />Wade Herrin <br />Y. Ogden Markel <br />Ray Villa <br />Harry K. Yamamoto <br />Mayor Lorln Griset <br /> <br />Jack Hall <br />Waldo Haug <br />Everett Parks <br />LaVelle Sanders <br />Chairman Wyatt Frieson <br /> <br />Councilmen Vernon S. Evans and Jerry M. Patterson were absent but <br />arrived at 3:15 P.M. and 3:B0 P.M., respectively. Commissioners <br />Gordon Bricken and l{udy Gallegos were absent. <br /> <br />SPEC. 641-214 The normal bidding procedure was <br />FIRE TRUCK NO. 71-05 waived and the quotation submitted by <br /> Lawless Detroit Diesel, for the <br />replacement of the gasoline engine in the 1956 Seagraves Fire Truck, <br />Equipment No. 71-05, with a diesel engine, was accepted as the lowest <br />and best of three quotations received, on motion of Councilman Herrin, <br />seconded by Councilman Villa and unanimously carried, after a finding <br />of fact that emergency repair was necessary for the preservation of life, <br />health and property to bring the City's fire eqv. ipment up to required <br />operating standards. <br /> <br />GEN'ERAL PLAN STUDY Mr. Steven Lafer, of Steven Lafer <br />STEVEN LAFER AND ASSOCIA'rES and Associates, Los Angeles, pre- <br /> sented a sm-amary o£ the report <br />entitled, "General Plan Studies, Part One", dated July, 1970, describing <br />the report as not primarily a critique of the City's General Plan but rather <br />a review of the General Plan and some proposals for future planning efforts <br />in the City. <br /> <br />These proposals included the development of a "Workable Program for <br />Community Development" which would be necessary in order to implement <br />a number of the /~anning actions that are recommended in the report, and <br />to qualify for Federal assistance.
