RECESS <br /> <br />At 8:30 P. M., a five minute recess was <br />declared. The Council reconvened at <br />8:40 P. M. , with all Council members <br />present~ <br /> <br />RES. 70-98 - POLICE It was moved by Councilman Patterson, <br />INCENTIVE PAY PROGRAM seconded by Councilman Evans and <br /> unammously carried, to waive full <br />reading and consider by title onlyRESOLUTION 70-98 ADDING SECTIONS 3.3 <br />THROUGH 3.10 TO RESOLUTION NO. 64-152. <br /> <br />On motion of Councilman Patterson, seconded by Councilman Villa and <br />unanimously carried, RESOLUTION 70-98 was adopted. <br /> <br />CITY MANAGER ABSENCE On motion of Councilman Herrin, <br /> seconded by Councilman Evans and <br /> unanimously carried, the City Manager <br />was granted permission to be absent from the City during the October 19 <br />Council meeting. <br /> <br />ORAL COMMUNICATIONS On behalf of Mayor Charles E. McCarty <br /> of St. Paul, Minnesota, Councilman <br /> Yamamoto presented to the Council the <br />Key to the City of St. Paul, which had been given by the Mayor to a resident <br />of Councilman Yamamoto's ward to present to the Council. <br /> <br />DOG KENNELS On motion of Councilman Herrin, <br /> seconded by Councilman Evans and <br /> unanimously carried, staff was directed <br />to bring back a recommendation regarding distance requirements and number <br />of dogs for new kennels coming into the City. During the discussion, Councilman <br />Markel requested stricter enforcement of the ordinance regulating unattended <br />and stray dogs in the City's streets. <br /> <br />ADJOURNMENT At 8:47 P.M , there being no further <br /> business to come before the City Council, <br /> *he meeting was adjourned, on motion of <br />Councilman Herrin, seconded by Councilman Villa and unanimously carried. <br /> <br />Florence I.
