<br />onditional Use <br />June 28, 2004 <br />Page 2 <br /> <br />Permit No. 2003-29 <br /> <br />Project Description <br /> <br />Cingular Wireless proposes to construct a 50-foot high cellular monopole <br />facility and a IS-foot by 15-foot equipment enclosure behind an existing <br />retail building at 1710 East Seventeenth Street. The proposed stealth <br />monopole will be constructed in the form of a pine tree. The top of the <br />antennas will be 45 feet in height with the top of the pine tree at 50 <br />feet (Exhibit 5). A six-foot high solid block wall is proposed to be <br />installed around the equipment area. A new landscape planter is proposed <br />with two new Canary Island Pine (Pinus canariensis) trees to the west of <br />the proposed monopine. Additionally, a new trash enclosure will be <br />constructed immediately west of the equipment enclosure. <br /> <br />Analysis of the Issues <br /> <br />Pursuant to Section 41-198.4 of the Santa Ana Municipal Code (SAMC), <br />site improvements are required for major wireless facilities. Site <br />'mprovements include landscaping around the base of the facility, <br />nstallation of decorative fencing, and construction of a solid wall <br />adjacent to residential uses. The proposed facility is a stealth design <br />in the form of a pine tree, which will be placed within a new enclosure <br />behind an existing commercial building. The accessory equipment will be <br />located within the same enclosure with a six-foot high solid concrete <br />block wall to the south and west. An existing building wall to the <br />north and east will complete the enclosure. Additionally, two 36- inch <br />box Canary Island Pine trees are proposed to be planted in an adjacent <br />landscape planter (Exhibit 6). <br /> <br />The parking area of the subject property was recently repaved and <br />restriped, with the building in relatively good condition. Since excess <br />parking is available at the project site, no additional improvements to <br />provide one parking/loading space or repainting the building will be <br />required for this project. <br /> <br />At the November 24, 2003 meeting, the Planning Commission directed staff <br />to identify alternative locations and stealth design besides the <br />proposed flagpole. After reviewing the site for other compatible <br />designs, a monopine was recommended to be placed behind an existing <br />building to minimize the aesthetic intrusion on the surrounding <br />community. Canary Island Pine trees are found in the vicinity, with two <br />ew 36-inch box Canary Island Pine trees proposed to be planted in an <br />adj acent planter which will provide the greatest amount of screening. <br /> <br />31 A-3 <br />
