<br />Conditional Use <br />June 28, 2004 <br />Page 3 <br /> <br />Permit No. 2003-29 <br /> <br />Staff has initially worked with the applicant to lower the flagpole <br />antenna from the proposed 60-foot height in order to maintain <br />neighborhood compatibility and to be more consistent with the scale of <br />the shopping center. The applicant agreed to lower the height and has <br />also proposed to switch to a monopine design. While staff supports the <br />switch to the monopine design, there is an outstanding concern with the <br />appearance of the current proposal. As illustrated in Exhibits 5 and 6, <br />the "tree" appears to have been topped and thus it may not serve to <br />properly camouflage the installation. Accordingly, staff has added a <br />condition of approval requiring the plans to be revised to allow the 60 <br />foot overall height, with corresponding changes to the elevation to <br />ensure that the tree will appear more realistic. Overall, we believe <br />these changes include a better location that is more appropriately <br />screened and a better stealth approach to camouflage the facility in <br />that the monopine design, together with the additional Canary Island <br />Pines, will blend better into the neighborhood. <br /> <br />Based upon the above analysis and the project's compatibility with the <br />City's General Plan and applicable development standards, approval is <br />recommended of Condi t ional Use Permi t NO.2 0 03 - 29 per the findings and <br />conditions (Exhibits 7 and 8). <br /> <br />CEQA Compliance <br /> <br />In accordance with the California Environmental Quality Act, Mitigated <br />Negative Declaration and Mitigation Monitoring Program, Environmental <br />Review No. 2002-381 has been prepared for this project (Exhibit 9). <br /> <br />~ <br /> <br />Ann Hsin-An Ni <br />Associate Planner <br /> <br /> <br /> <br />Vince Fregoso, <br />Senior Planne <br /> <br />AN:JM <br />an\plancomm\cup03-29.062804.pc <br /> <br />31A-4 <br />
