<br />H. The "Existing Plans" consist of the Redevelopment Plans, as amended, <br />prepared for the Central City Project, Inter-City Project, North Harbor Project, South <br />Harbor Project, South Main Project, and the Bristol Corridor Project and the territory <br />included within the Existing Plans is referred to as the "Project Areas". <br /> <br />I. <br />Plans. <br /> <br />The Agency is vested with the responsibility to carry out the Existing <br /> <br />J. The Agency desires to amend each of the Existing Plans ("Amendments") <br />to merge the Project Areas in order to combine the tax increment revenues from the <br />Project Areas and allocate the revenues to and among the entire merged Project Area <br />that will best facilitate the revitalization of blighted areas through economic vitality and <br />increase and improve housing opportunities. <br /> <br />K. The Agency has submitted the proposed Amendments to the Planning <br />Commission of the City of Santa Ana for its report and recommendations, and the <br />Planning Commission on June 14, 2004, reviewed the proposed Amendments and <br />determined the proposed Amendments are consistent with the City's General Plan and <br />recommended approval of the proposed Amendments. <br /> <br />L The Agency has caused to be prepared a Report to the City Council on <br />the proposed Amendments pursuant to Health and Safety Code Section 33352. <br /> <br />M. Pursuant to the provisions of the CRL Sections 33452, 33454, 33457.1, <br />33458 and 33486 there is a need for a joint public hearing of the City Council and the <br />Agency in order to receive testimony from any and all interested persons, including <br />property owners, business owners, tenants, community organizations, and any other <br />interested groups and/or citizens, with respect to the proposed Amendments and <br />related items. <br /> <br />N. The Agency has prepared the required Notice of Joint Public Hearing and <br />related attachments for transmittal pursuant to CRL Sections 33452 and 33486. <br /> <br />Section 2. The City Council hereby receives the Agency's Report to the City <br />Council prepared pursuant to CRL Section 33352 and the proposed Amendments <br />prepared for the Existing Plans. <br /> <br />Section 3. The City Council approves the convening of a joint public hearing <br />with the Agency on September 7,2004, at 6 p.m., or as soon thereafter as possible, in <br />the City of Santa Ana City Council Chambers, 20 Civic Center Plaza, Santa Ana, <br />California 92702, for the purpose of receiving testimony and considering the proposed <br />Amendments and other related matters. <br /> <br />Section 4. The City Council hereby approves the Notice of Joint Public <br />Hearing and related attachments substantially in the form attached to this resolution. <br /> <br />Section 5. Agency staff is hereby directed to work with the City Clerk and <br />Agency advisors in the mailing of a copy of the aforesaid notice and related materials, <br />pursuant to Sections 33486 and 33452 of the CRL, to the last known assessee of each <br />parcel of land within the Existing Project Areas as shown on the last equalized <br /> <br />55A-6 <br />
