<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />8 <br /> <br />(a) The Draft EIR; <br /> <br />(b) Comments and recommendations received on the Draft EIR (in the Responses to Comments <br />Report); <br /> <br />(c) A list of persons, organizations and public agencies commenting on the Draft EIR (in the <br />Responses to Comments Report); <br /> <br />(d) The City's responses to the comments received on the Draft EIR (in the Responses to <br />Comments Report); <br /> <br />(e) Final Mitigation Monitoring Program; and <br /> <br />(f) Other information added by the City, including all documents incorporated by reference. <br /> <br />4.0 <br /> <br />PROJECT IMPACTS AND DISPOSITION OF RELATED MITGATION <br />MEASURES IDENTIFIED IN THE FINAL EIR <br /> <br />8 <br /> <br />The analysis in the Final EIR identifies all the significant adverse environmental impacts of the <br />One Broadway Plaza project. All the mitigation measures identified in the Final EIR are <br />included in the project Approval and are made conditions of the One Broadway Plaza project. <br />The following findings are made with respect to each significant adverse environmental impact <br />of the One Broadway Plaza project. In addition, the following findings provide a description of <br />the potential adverse impacts of the project and the mitigation measures in support of the <br />Findings. <br /> <br />Potentially significant adverse impacts of a project can be divided into two categories: <br /> <br />. <br /> <br />Potentially significant adverse impacts which can be mitigated to below a level of <br />significance, based on implementation of identified project features, project mitigation <br />measures and/or City of Santa Ana standard conditions of approval. <br /> <br />. <br /> <br />Potentially significant adverse impacts which can be partially mitigated, but not to below <br />a level of significance. As described later in these Findings, the One Broadway Plaza project <br />will result in some significant adverse impacts which cannot be mitigated to below a level of <br />significance. <br /> <br />For each potentially significant adverse impact of the One Broadway Plaza project, one of the <br />following findings must be made, including the provision of facts supporting each finding: <br /> <br />. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />. <br /> <br />Such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and not the agency making the finding.
