<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />. <br /> <br />Specific economic, legal, social, technological or other considerations, including <br />provision of employment opportunities for highly trained workers, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR. <br /> <br />4.1 <br /> <br />POTENTIALLY SIGNIFICANT ADVERSE IMP ACTS OF THE ONE BROADWAY <br />PLAZA PROJECT WHICH CANNOT BE MITIGATED TO BELOW A LEVEL OF <br />SIGNIFICANCE <br /> <br />Potentially significant adverse impacts of the One Broadway Plaza project which cannot be <br />mitigated to below a level of significance are described in this Section. The City of Santa Ana <br />City Council finds that these potentially significant adverse impacts of the project would not be <br />mitigated to below a level of significance, after implementation of the mitigation measures. A <br />Statement of Overriding Considerations (SOC) has been prepared to address these unavoidable <br />significant adverse impacts ofthe project. <br /> <br />4.1.1 <br /> <br />Impacts Related to Short Term Air Quality Impacts <br /> <br />4.1.1.1 Potentially Significant Adverse Impact Related to Construction NO~ and PMlQ Emissions <br /> <br />As described in detail in Section 3.4 (Air Quality) in the EIR, the One Broadway Plaza project <br />will result in significant adverse NOx and PMIO emissions as a result of the use of construction <br />equipment and the generation of dust during construction. <br /> <br />4.1.1.2 Finding Related to Construction NO~ and PMlQ Emissions <br /> <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />4.1.1.3 Facts in Support of the Finding Related to Construction NO" and PMIO Emissions <br /> <br />Implementation of mitigation measures AQ-1 to AQ-15, below, will substantially lessen the <br />adverse construction impacts of the One Broadway Plaza project related to NOx and PMIO. <br />However, these measures will not reduce this significant adverse impact of the project to below a <br />level of significance. <br /> <br />AQ-1 <br /> <br />Use low-emission mobile construction equipment where feasible. <br /> <br />AQ-2 <br /> <br />Water site and clean equipment morning and evening to comply with AQMD Fugitive <br />Dust Measures BCM-03 and BCM-06. As part of the conditions of grading permit <br />approval, the project shall water the construction site and unpaved haul roads (with use <br />of reclaimed water or chemical soil binder, where feasible) twice daily. <br /> <br />AQ-3 Wash offtrucks leaving the site to comply with AQMD Fugitive Dust Measure BCM-Ol. <br />As part of the conditions of grading permit approval, project construction contractors shall wheel <br />wash construction equipment and cover dirt in trucks during on- <br /> <br />Resolution No. 2004-020 <br />Page 32 of 73 <br />
