<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />The developer will prepare and submit a Notice of Intent (NOI) to the State Water <br />Resources Control Board (SWRCB). <br /> <br />W-2 <br /> <br />W-3 <br /> <br />W-4 <br /> <br />Findings and Facts in Support of Findings <br /> <br />The developer will submit the NOI and the project Water Discharge Identification <br />Number (WDIN) to the City of Santa Ana City Engineer. <br /> <br />- The developer will prepare a Stormwater Pollution Prevention Plan (SWPPP) and will <br />submit the SWPPP to the City Engineer for review and comment. The developer will <br />maintain the SWPPP on the construction site throughout the construction period. <br /> <br />During all site preparation, grading and construction, the project contractors will comply <br />with all applicable requirements of the NPDES permit, the Drainage Area Management Plan <br />(DAMP) and the City's Local hnplementation Plan (LIP). The project contractors will <br />incorporate Best Management Practices (BMPs) from the DAMP and LIP and will <br /> <br />During all site preparation, grading and construction, the construction contractors will be <br />responsible for implementing the SWPPP provisions. The SWRCB is responsible for <br />monitoring and enforcing the provisions of the SWPPP. In addition, the City Engineer will <br />monitor and enforce these provisions during all site preparation, grading and construction, as <br />appropriate, to ensure the SWPPP is properly implemented. <br /> <br />Prior to the issuance of grading permits, the Project Developer shall provide for the review <br />and approval of the Director of Public Works a Water Quality Management Plan (WQMP) <br />prepared for the project consistent with the Orange County Drainage Area Management <br />Plan. The WQMP shall contain provisions and BMPs for both construction and operating <br />conditions. <br /> <br />Refer also to mitigation measure G-5, above, in Section 3.2 (Topography, Geology and Soils) <br />which addresses mitigation for potential adverse impacts on groundwater related to the <br />foundation piles for the project structures. <br /> <br />4.2.6.1 Potentially Significant Adverse Impacts Related to Hydrology and Water Quality <br /> <br />As described in detail in Section 3.3 (Hydrology and Water Quality) in the EIR, operation of the <br />project may create runoff water containing pollutants that could impact area receiving waters. <br /> <br />4.2.6.2 Findings Related to Hydrology and Water Quality <br /> <br />Changes or alterations have been required in, or incorporated into, the proposed One Broadway <br />Plaza project which avoid or substantially lessen the significant environmental effect as <br />identified in the EIR. <br /> <br />4.2.6.3 Facts in Support of the Finding Related to Hydrologv and Water Quality <br /> <br />Implementation of mitigation measures W-5 to W-8, provided below, will substantially lessen <br />the adverse impacts of the One Broadway Plaza project related to operational activities which <br /> <br />Resolution No. 2004-020 <br />Page 46 of 73 <br />
