The City Engineer shall monitor and enforce this
provIsIon.

W-8

Prior to the issuance of grading permits, the City Engineer shall verify that structural BMPs
have been permanently incorporated into project plans by the applicant. Such BMPs shall
ensure that pollutants from project-related storm water are mitigated consistent with
applicable state and local standards.

4.2.3

IMPACTS RELATED TO AIR QUALITY

4.2.3.1 Potentially Significant Adverse Impacts Related to Short Term Air Ouality

As described in detail in Section 3.3 (Air Quality) in the EIR, the project will result in short term
construction related air quality impacts.

4.2.3.2 Findings Related to Short Term Air Ouality Impacts

Changes or alterations have been required in, or incorporated into, the One Broadway Plaza
project which avoid or substantially lessen the significant environmental effect as identified in
the EIR.

4.2.3.3 Facts in Support of the Finding Related to Short Term Air Ouality Impacts

Implementation of mitigation measures AQ-1 to AQ-15, provided earlier, will substantially
lessen the adverse impacts of the One Broadway Plaza project related to short term air quality
and will reduce these potentially significant adverse impacts to below a level of significance,
except for short term to NOx and PMlO, as described earlier.

4.2.3.1 Potentially Significant Adverse Impacts Related to Long Term Air Ouality Impacts

As described in detail in Section 3.4 (Air Quality) in the EIR, long term operation of the project
would generate air quality pollutants.

Resolution No. 2004-020
