<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />8 <br /> <br />copies of asbestos inspection reports for the site already prepared to satisfy SCAQMD <br />Rule 1403 to fulfill this requirement. <br /> <br />HZ-2 The City shall require the site demolition and remodeling contractors to conduct a <br />building by building inspection for the presence of lead-based paint prior to the issuance <br />of demolition permits for the site. Building inspection reports already prepared by the <br />contractor to satisfy Cal-OSHA worker safety requirements may be submitted to fulfill <br />this mitigation measure. <br /> <br />HZ-3 Any use of hazardous materials or generation of hazardous wastes on the proposed <br />project site must be conducted in accordance with applicable federal, state and local <br />regulations. <br /> <br />4.2.9 IMPACTS RELATED TO NOISE <br /> <br />4.2.9.1 Potentially Significant Adverse Impacts Related to Noise <br /> <br />As described in detail in Section 3.7 (Noise) in the EIR, construction of the project may generate <br />noise that would impact existing land uses on and adjacent to the project site. In addition, <br />exterior noise from area land uses and street traffic will impact the project site. <br /> <br />4.2.9.2 Findings Related to Noise Impacts <br /> <br />8 <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.9.3 Facts in Support of the Finding Related to Noise Impacts <br /> <br />Implementation of mitigation measures N-1 to N-3, provided below, will substantially lessen the <br />adverse impacts of the One Broadway Plaza project related to construction and operations noise <br />and will reduce these potentially significant adverse impacts to below a level of significance. <br /> <br />N-1 <br /> <br />Project construction shall be limited to the hours of 7 a.m. to 8 p.m. on Monday through <br />Friday and from 8 a.m. to 8 p.m. on Saturday. . Construction shall not be allowed on <br />Sunday or federal holidays (Added by the Planning Commission on February 23, 2004). <br /> <br />N-2 <br /> <br />Temporary noise barriers shall be installed between the project construction area and <br />adjacent residents. These noise barriers may include the use of leaded blankets, an <br />acoustic blanket or several layers of plywood. "Bravo" acoustic blankets may also be <br />used. Barriers should be 16 to 20 feet high. <br /> <br />N-3 <br /> <br />The commercial buildings in the project will require mechanical ventilation to keep <br />outside noise from entering the interior of these buildings. The central ventilation <br />systems for the buildings shall allow for sufficient ventilation so that office windows can <br />be closed.
