<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />4.2.7.2 Findings Related to Air Transportation Impacts <br /> <br />Findings and Facts in Support of Findings <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.7.3 Facts in Support of the Finding Related to Air Transportation Impacts <br /> <br />Implementation of mitigation measures T-21 to T-23, provided below, will substantially lessen <br />the adverse impacts of the One Broadway Plaza project related to air transportation and will <br />reduce these potentially significant adverse impacts to below a level of significance. <br /> <br />T-21 <br /> <br />Prior to approval of the project plans, the project proponent will file a Notice of Proposed <br />Construction or Alteration with the Federal Aviation Administration (FAA). Conditions <br />placed on the project by the FAA will be incorporated in the final design and construction of <br />the project office tower. <br /> <br />T-22 <br /> <br />Prior to approval of the project plans, the project proponent shall take the project to the <br />Orange County Airport Land Use Commission for a review and consistency determination. <br /> <br />T-23 <br /> <br />After certification of the project Final EIR, the project proponent shall apply to the Caltrans <br />Aeronautics Department for a State Heliport Permit. <br /> <br />4.2.8 IMPACTS RELATED TO HAZARDOUS MATERIALS <br /> <br />4.2.8.1 Potentially Significant Adverse Impacts Related to Hazardous Materials <br /> <br />As described in detail in Section 3.6 (Hazardous Materials) in the EIR, demolition activities <br />could release asbestos containing building materials and lead based paint into the atmosphere. In <br />addition, hazardous materials may be used in the construction and operation ofthe project. <br /> <br />4.2.8.2 Findings Related to Hazardous Materials Impacts <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.8.3 Facts in Support of the Finding Related to Hazardous Materials Impacts <br /> <br />Implementation of mitigation measures HZ-1 to HZ-3, provided below, will substantially lessen <br />the adverse impacts of the One Broadway Plaza project related to hazardous materials, and will <br />reduce these potentially significant adverse impacts to below a level of significance. <br /> <br />HZ-1 The City shall require the site demolition and remodeling contractors to conduct a <br />building by building inspection for the presence of asbestos-containing materials prior to <br />the issuance of demolition permits for the site. The demolition contractor may submit <br /> <br />Resolution No. 2004-020 <br />Page 52 of 73 <br />
