<br />8 <br /> <br />8 <br /> <br />8 <br /> <br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />4.2.13 IMPACTS RELATED TO HISTORIC RESOURCES <br /> <br />4.2.13.1 Potentially Significant Impacts Related to Historic Resources <br /> <br />As described in detail in Section 3.11 (Cultural Resources) in the Draft EIR, the proposed proj ect <br />will result in the rehabilitation of the National Register eligible structure at 1103 North <br />Broadway Street for use as office space. In addition, the proposed project will result in the <br />renovation of structures at 1103, 1115-1117, 1205 and 1211 North Broadway, which are listed <br />on the City's Register of Historical Property, for use as office space. <br /> <br />4.2.13.2 Findings Related to Historic Resources Impacts <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.13.3 Facts in Support of the Finding Related to Historic Resources Impacts <br /> <br />Implementation of mitigation measures CR-3 and CR-4, provided below, will substantially <br />lessen the adverse impacts of the One Broadway Plaza project related to historic structures, and <br />will reduce these potentially significant adverse impacts to below a level of significance. <br /> <br />CR-3 Rehabilitation for National and California Register Eligible Resource at 1103 North <br />Broadway Street (McNeill-Basler House). <br /> <br />The One Broadway Plaza project proposes the rehabilitation of the McNeill-Basler House <br />conform to the Secretary of the Interior's Standards for Rehabilitation (United States <br />Department of the Interior, National Park Service 1995). The rehabilitation is for use as <br />commercial space. Any rehabilitation must conform with the Secretary of the Interior's <br />Standards for Rehabilitation (United States Department of Interior National Park Service <br />1995). <br /> <br />The following actions ensure compliance with the required Standards of Rehabilitation for <br />proposed modifications to the structure at 1103 North Broadway: <br /> <br />A. The rehabilitation of the structure at 1103 North Broadway Street shall conform with the <br />Secretary of the Interior's Standards for Rehabilitation (United States Department of the <br />Interior, National Park Service 1995); <br /> <br />B. Detailed plans of the rehabilitation ofthe McNeill-Basler House shall be submitted to the <br />City of Santa Ana for review and approval, prior to any changes to this structure. The <br />City shall have a qualified architectural historian review and approve the plans and <br />monitor the rehabilitation program, for consistency with the Standards for Rehabilitation; <br />and <br /> <br />Resolution No. 2004-020 <br />Page 59 of 73 <br />
