<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />C. The City of Santa Ana will document the rehabilitation program by establishing a <br />monitoring program and certification that the building is rehabilitated in accordance <br />with the Secretary's Standards shall occur prior to issuance of a building permit. <br /> <br />Findings and Facts in Support of Findings <br /> <br />CR-4 Rehabilitation for Resources Listed on the City of Santa Ana Register of Historical Property <br />at 1103 North Broadway Street (McNeill-Basler House), 1109 North Broadway (Koenig <br />House), 1115-1117 North Broadway (Macintosh Apartments), and 1211 North Broadway <br />(Kelley House) shall be rehabilitated in their present locations. <br /> <br />The One Broadway Plaza project proposes the rehabilitation of the structures at 1103, 1109, <br />1115-1117 and 1211 North Broadway Street for use as office space. These properties are all <br />listed on the City of Santa Ana Register of Historical Property. Prior to any rehabilitation or <br />modifications to the exteriors of these structures, other than painting, the project applicant <br />must conform with the requirements of Ordinance No. NS-2338 (An Ordinance of the City <br />Council of the City of Santa Ana Amending Chapter 30 of the Santa Ana Municipal Code <br />Regarding Places of Historical and Architectural Significance). <br /> <br />Mitigation measure CR-3, above, requires compliance with the Secretary of the Interior's <br />Standards for Rehabilitation for the proposed modifications to and rehabilitation of the <br />structure at 1103 North Broadway Street. This satisfies the intent of Ordinance No. NS- <br />2338 for this structure. For the remaining structures listed above, the following apply: <br /> <br />A. Plans for modifications or rehabilitation to the exteriors of these structures must be <br />approved by the Planning Commission prior to any changes to these structures. It is <br />recommended that the Secretary's Standards for Rehabilitation be used to avoid any <br />adverse effects to these recognized local historical resources; and <br /> <br />B. The City of Santa Ana will document the rehabilitation program by establishing a <br />monitoring program of the work, and shall require review and approval of the plans by a <br />qualified architectural historian, and certification that the plans follow the design <br />standards adopted by the City. <br /> <br />4.2.14 IMPACTS RELATED TO ARCHEOLOGICAL RESOURCES <br /> <br />4.2.14.1 Potentially Significant Adverse Impacts Related to Archaeological Resources <br /> <br />As described in detail in Section 3.11 (Cultural Resources) in Draft EIR, unknown <br />archaeological resources may be located on the project site which could be distributed and/or <br />destroyed by project construction. In addition, there is a possibility that unknown human <br />remains could be found on the project site.
