<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />8 <br /> <br />4.2.14.2 Findings Related to Archaeological Resources Impacts <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.14.3 Facts in Support of the Finding Related to Archaeological Resources Impacts <br /> <br />Implementation of mitigation measures CR-5 to CR-8, provided below, will substantially lessen <br />the adverse impacts of the One Broadway Plaza project related to archaeological resources, and <br />will reduce these potentially significant adverse impacts to below a level of significance. <br /> <br />CR-5 In the event unknown cultural resources are discovered during construction activities, all <br />construction activities within the vicinity of the finding shall halt and the City's <br />Environmental Coordinator shall be contacted for appropriate action. <br /> <br />CR-6 Human Remains <br /> <br />8 <br /> <br />If human remains are found during the test excavation, the Native American Graves <br />Protection Act Guidelines and State law require that the crew halt the work in the immediate <br />area; leave the remains in place and contact the City of Santa Ana project personnel and the <br />Orange County Coroner. Until a representative of the Coroner's office reviews the remains <br />in the field, they must not be removed. If the Coroner determines that the remains are <br />prehistoric, the Coroner will contact the Native American Heritage Commission and the <br />most likely descendent from the Native American community will be informed. The final <br />deposition of remains will be coordinated by representatives of the property owner and the <br />most likely descendent. <br /> <br />CR - 7 Artifacts <br /> <br />Any artifacts recovered shall be properly collected with photographs, field notes and <br />locations plotted on a USGS 7.5' topographic quadrangle and a project map. Artifacts will <br />be identified, catalogued and stabilized for curation. Any recovered artifacts shall be <br />offered, on a first right-of-refusal basis, to a repository with a retrievable collection system <br />and an educational and research interest in the materials. The Anthropology Museum at <br />California State University, Fullerton would be an appropriate repository to receive any <br />artifacts collected on the project site. <br /> <br />CR-8 Final Report <br /> <br />A final report, including an itemized inventory and pertinent field data, shall be sent to the City of <br />Santa Ana, the South Central Coastal Information Center at California State University, Fullerton <br />and the County of Orange Harbors, Beaches and Parks Department. <br /> <br />8 <br /> <br />Resolution No. 2004-020 <br />Page 61 of 73 <br />
