MINUTES OF THE ADJOURNED REGULAR <br />MEETING OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 28, 1971 <br /> <br />An Adjourned Regular Meeting of the City Council of the City of Santa <br />Aha was convened at 5:30 P.M., in the West Winds Room of the <br />Saddleback Inn, 1660 East First Street, proper notice and posting <br />having been accomplished, with evidence on file in the office of the <br />Clerk of the Council. The following Councilmen were present: <br />Wade Herrin, Vernon S. Evans, J. Ogden Markel, Jerry M. <br />Patterson, Ray Villa, Harry K. Yamamoto and Mayor Lorin Griset. <br />Also pre~ent were City Manager Carl J. Thornton, City Attorney <br />James A.. Withers, Assistant City Manager Bruce Spragg and Clerk <br />of the Council Florence I. Malone. A representative of the Press <br />arrived at approximately 7:00 P. M. <br /> <br />RULES OF PROCEDURE FOR <br />COUNCIL AND COMMISSION <br />MEETINGS <br /> <br />the exception of Commissioner Sanders. <br /> <br />The Council immediately <br />recessed for dinner with the <br />Planning Commission, all <br />of whom were present with <br />Following dinner Council <br /> <br />and Commission members discussed the Rules of Procedure for <br />the conduct of their respective meetings which had been in effect on <br />a trial basis for approximately 60 days. The consensus was that with <br />minor exceptions the Rules of Procedure had proven effective. The <br />Clerk was instructed to make the changes discussed and to provide the <br />revised copies to the Council and Commission for ratification. <br /> <br />At 7:15 P.M., Commission members departed to resume their evening <br />meeting and at 7:30 P. M., the Council convened for discussion of the <br />proposed 1971-72 Budget. <br /> <br />1971 -1972 BUDGET The City Manager d~scribed <br /> the proposed Budget as <br /> conservative in its estimates of <br /> revenues and expenditures. He stated that it is a balanced but <br /> "diminished service" budget; that revenue sources have not kept up with <br /> the City's growth and increased demand for services; that it will maintain <br /> the services the City presently provides at as high a level as possible; <br /> and that it contains no recommendation for new sources of revenue or <br /> increased City tax rate. <br /> <br />The Council proceeded to consider the Budget on a page-by-page basis. <br /> <br />CITY COUNCIL <br /> <br />-220- June 28, 1971 <br /> <br /> <br />
