Flower. <br /> <br />They stated that there is a definite need in Santa Ana for low-income <br />housing for the elderly, students, low-income families; that there are <br />instances where homes need improvement or repair but the mortgage <br />payments are high and it is impossible to find financing for the needed <br />improvements; that large families are living in unpainted shacks <br />because of inability to pay high rents asked; that many landlords deplore <br />the conditions but rent to these families because they know there is <br />nowhere else for them to go; that others are being dispossessed because <br />they cannot pay the rent, or the building is being condemned; that if this <br />program is put into effect, HUD will allocate $400,000 to the City; that <br />there would be advantages to both landlord and tenant; that people who <br />are displaced by eminent domain sometimes find it almost impossible <br />to relocate in Santa Ana; that this is a workable program and should be <br />put into effect without further delay; that it is useless to build a new <br />school system and bring new industry into the City if housing is inadequate. <br /> <br />In response to questions from the audience and Council, the Planning <br />Director stated tenants would be responsible for clean and sanitary <br />interiors to the homes and owners would still be responsible for the <br />normal maintenance; but that the management would be responsible for <br />general upkeep and repairs on the exterior of the buildings. <br /> <br />CITY COUNCIL <br /> <br />-236.- July 6, 1971 <br /> <br /> <br />
