Mr. Henry Waller of the <br />San Bernardino Housing Authority, and Mrs. Grace Young of the <br />Riverside County Housing Authority were introduced, and offered their <br />assistance in the matter. <br /> <br />Mr. Sam Sandoval of the Human Relations Commission Housing Sub- <br />committee stated that the report submitted to Council was the result <br />of a year's study; that the Subcommittee's conclusion after studying all <br />the data accumulated was that the Section 23 Leased Housing Program <br />is the best way to solve Santa Ana's housing problem; that it is safe, <br />sanitary housing for persons displaced by eminent domain; that it will <br />provide housing for low-income groups, including the elderly; that it <br />will not concentrate these families in one area; that the properties will <br />remain on the tax rolls; and that the entire program will be undertaken <br />by the Department of Housing and Urban Development under the direct <br />control of the Housing Authority established by the City Council; and <br />that this program will create an incentive to rehabilitate delapidated <br />and slum housing. <br /> <br />Mr. Roy Uno of the Housing Subcommittee also spoke, reporting on <br />field trips the committee had taken to determine the need for low-income <br />housing in Santa Ana; that the need for housing in Santa Aha is very real; <br />that they found as many as three families living in one small home, or <br />in remodeled garages; and that the need is urgent. <br /> <br />CITY COUNCIL -235- July 6, 1971 <br /> <br /> <br />
