LEASED HOUSING PROGRAM - (Continued) <br /> <br />In further discussion, it was stated that although there are many <br />housing vacancies in the City, the problem is that low-income <br />families cannot afford them; thai the Leased Housing Program does <br />not involve new apartments, but uses existing facilities in the City; <br />that although this Program will provide only 250 units, it is a step <br />in the right direction; that it will encourage private enterprise to <br />bring housing up to Cod~ ~n~i that the program has been under sludy <br />for approximately a year. Councilmen Markel, Herrin and Evans <br />spoke against the program, stating that people eventually take <br />advantage of such a program and request more and more aid instead <br />of developing their own, individual responsibility. <br /> <br />RESOLUTION 71-61 DECLARING THE NEED FOR A HOUSING <br />AUTHORITY IN THE CITY OF SANTA ANA, CALIFORNIA, AND <br />APPROVING THE APPLICATION OF THE PROVISIONS OF SECTION <br />23 OF THE UNITED STATES HOUSING ACT OF 1937, AS AMENDED, <br />TO THE CITY OF SANTA ANA, was adopted, on motion of Councilman <br />Patterson, seconded by Councilman Yamamoto, and carried on the <br />following roll call vote: <br /> <br />AYES: Patterson, Yamamoto, Villa, Griset <br />NOES: Evans, Herrin, Markel <br />ABSENT: None <br /> <br />Councilman Herrin's motion that the Human Relations Commission <br />be established as the Housing Authority Commission to administer <br />the program failed for lack of a second. <br /> <br />RESOLUTION 71-64 DECLARING THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA TO BE COMMISSIONERS OF THE HOUSING <br />AUTHORITY was adopted on motion of Councilman Patterson, <br />seconded by Councilman Villa, and carried on the following roll <br />call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Patterson, Villa, Griset, Yamamoto <br />Evans, Herrin, Markel <br />None <br /> <br />SPECIAL RESOLUTIONS On motion of Councilman <br /> Patterson, seconded by Council- <br /> man Yamamoto, and <br />unanimously carried, the Special Resolutions commending Rudolph V. <br />Francis and Jon Carey were adopted. <br /> <br />CITY COUNCIL -238- July 6, 1971 <br /> <br /> <br />
