Less Than Significant Impact As mentioned above, additional parkland is needed in Santa Ana to meet current and future park needs of the community. Without additional parkland and recreational facilities being provided, residents would continue to use existing recreational facilities in the City. Implementation of the proposed project would result in minimal increases in the City's population and would have less than a significant impact on the demand for existing or new recreation facilities. xv. TRANSPORTATION/TRAFFIC B. Cause an increase in traffic, which is substantial in relation to the existing traffic load and capacity of the street system? Exceed, either individually or cumulatively, a level of service standard established by the county congestion management agency for designated roads or highways? A. Potentially Significant unless Mitigation Incorporated The proposed project is consistent with thè City's General Plan and Zoning Code. Traffic volumes generated by the proposed project would be consistent with the traffic projections in the Circulation Element. No additional circulations improvements would be needed for project related traffic impacts. However, the proposed project would incrementally increase regional traffic impacts wi thin the proj ect area. To mitigate potential regional traffic impacts the project would be subject to Transportation Systems Improvement Fees. Mitigation Measure .
