RES. 71-76 <br />AFFIRMATIVE ACTION PROGRAM - (Continued) <br /> <br />RESOLUTION 71-76 DECLARING THE POLICY OF THE CITY OF SANTA <br />ANA REGARDING AFFIRMATIVE ACTION CONTRACT COMPLIANCE <br />was adopted, on motion of Councilman Patterson, seconded by Councilman <br />Villa, and carried on a 6 - 1 vote, Councilman Markel dissenting. <br /> <br />Prior to voting, Councilman Herrin stated that he is not opposed to a <br />workable Affirmative Action Program; that in some instances, such a <br />program could be discriminatory against persons residing outside of <br />Santa Ana; that people in business should not be compelled to give <br />preferential treatment to some; that the City should be very careful in its <br />considerations as the Program is expanded. <br /> <br />ADJOURNMENT At 9:20 P.M., on motion of <br /> Councilman Herrin, seconded <br /> by Councilman Patterson, and <br />unanimously carried, the meeting was adjourned to Monday, August 30, <br />4:00 P.
