TRANSIENT OCCUPANCY TAixl - (Continued) <br /> <br />In reply to questions, Councilman Patterson stated that th~s tax is not <br />discriminatory; that all persons pay sales taxes on material purchased, <br />meals, etc~ Mayor Griset stated that the money collected by this tax <br />will go into the General Fund; that it could be earmarked for specific <br />purposes, but no stipulalion has been made; that a "transient" is one <br />who stays in a hotel or motel for 30 days or less; that permanent <br />residents must pay the tax for the first 30 days, but would be exempt <br />thereafter; that rooming houses and boarding houses are covered by the <br />Ordinance <br /> <br />RECESS <br /> <br />P. M. , with all Council members present. <br /> <br />At 8:45 P~M., aten-minute <br />recess was declared. The <br />meeting reconvened at 8:55 <br /> <br />TRANSIENT OCCUPANCY TAX <br />(Continued) <br /> <br />the public hearing. <br /> <br />There being no further <br />proponents or opponents in <br />this matter, the Mayor closed <br /> <br />Councilmen Herrin and Markel spoke against the ordinance, stating it <br />contributes to the inflationary spiral and that perhaps the City could cut <br />down on expenses rather than raise taxes. <br /> <br />Councilman Patterson stated that the City must meet the needs and desires <br />of its citizens; that the only means of funding is through taxes; and that the <br />only methods of taxation available to cities are property and sales taxes, <br />as income tax is preempted by the State. <br /> <br />ORDINANCE NS-109i PROVIDING FOR TRANSIENT OCCUPANCY TAX <br />was passed to second reading on motion of Councilman Patterson, seconded <br />by Councilman Villa, and carried on the following roll call vote: <br /> <br />AYES~ <br />NOES: <br />ABSENT <br /> <br />Patterson, Villa, Evans, Griset, Yamamoto <br />Herrin, Markel <br />None <br /> <br />The City Manager requested that copies of Ordinance NS-1091 be made <br />available to the public in the Finance Department, 217 N. Main Street. <br /> <br />RES 71-76 The City Manager read Resolution <br />AFFIRMATIVE ACTION 71-76 in its entirety, reporting <br />PROGRAM that this resolution covers <br /> requirements for performance <br />of contractors to the City; that this indicates the obligation, purpose~ and <br />intent, and begins work of establishing standards in the City of Santa Ana <br />in dealing with its contractors. <br /> <br />CITY COUNCIL -285- August 16, 1971 <br /> <br /> <br />
