MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY~COUNCIL O1r THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />August 30, 1971 <br /> <br />The meeting was called to order at 4:05 P. M., in the Council Chambers of <br />the City Hall Annex, 530 North Ross Street, with the following Councilmen <br />present: Wade Herrin, Jo Ogden Markel, Ray Villa, Harry K. Yamamoto, <br />and Mayor Lorin Griset. Councilman Vernon Evans was absent. Also <br />present were City Manager Carl J. Thornton, City Attorney James A. <br />Withers, Director of Public Works Ronald Wolford, Director of Planning <br />Herbert Wieland, and Clerk of the Council Florence I. Malone. Representatives <br />of the Press were also present. Councilman Jerry Patterson arrived at <br />4:15 P.M. <br /> <br />CLERK'S REPORT <br /> <br />mailed, as required. <br /> <br />Clerk of the Council reported <br />that notice of the Adjourned <br />Regular Meeting was posted and <br /> <br />EMERGENCY EMPLOYMENT On motion of Councilman Villa, <br />ACT OF 1971 seconded by Councilman Yamamoto, <br /> Council authorized City's <br />participation in the Emergency Employment Act of 1971 and an expenditure of <br />$61, 000 in funds or in-kind contributions during Fiscal Year 1971-72 to be used <br />as matching funds, passed on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Villa, Yamamoto, Griset, Patterson <br />Herrin, Markel <br />Evans <br /> <br />Prior to voting, Councilman Markel stated that he was not in favor of this <br />Act; that although there is some unemployment in the City, these things <br />have always been with us; that these areas are not sufficiently spelled out <br />to justify expending $61, 000 on this program; and that he believed jobs <br />could be created in other ways. <br /> <br />Mayor Griset stated that this is an Emergency Act passed by the Congress <br />of the United States to assist the unemployed; that Orange County is assuming <br />the responsibility for this measure for all cities of 75,000 and under, and <br />that cities over 75,000 population will handle it as Santa Ana is proposing. <br />He stated that the Federal aid cannot be accepted as a gratuity; and that the <br />City must pay 10% of the costs of the program. <br /> <br />Councilman Villa stated that unemployment has reached 8.8% in Orange <br />County, and 15% in Santa Ana; and that there is a definite need for this program. <br /> <br />CITY COUNCIL -287- August 30, 1971 <br /> <br /> <br />
