EMERGENCY EMPLOYMENT ACT OF 1971 - (continued) <br /> <br />Councilman Herrin stated that this is a portion of the revenue sharing <br />program which he has opposed from the beginning; that the major <br />problem today is inflation; and that Federal spending cannot continue in <br />the manner it has without catastrophic results. <br /> <br />Councilman Yamamoto stated that as a result of this program, half a <br />million dollars will go back into the economy and that the City should <br />help its unemployed. <br /> <br />SANTA ANA TRANSIT Mayor Griset stated that the <br />SYSTEM City Manager had obtained written <br /> concurrence of the American <br />Transit Corporation in the Memorandum of Agreement providing for <br />continuance of the operation of the Santa Ana Transit Corporation or an equivalent <br />bus transit system within the City of Santa Ana, with the following changes: <br /> <br />In the fourth paragraph of the Agreement, the last sentence <br />should be changed to read: " ...... and shall operate <br />buses on Saturdays computed at the standard of at least 60% <br />of weekday service." <br /> <br />In response to a question from Councilman Herrin, the City Manager <br />stated that this agreement is being negotiated on a six-month basis and <br />involves the continuation of an existing corporation; that at the end of the <br />period covered by the contract, a procedure will be developed which will <br />ask for a variety of potential operators to make suggestions as to what <br />they can offer, hopefully for a larger operation, and a longer period of <br />time. <br /> <br />Councilman Herrin stated that he believed the management of the present <br />system had not had the kind of enthusiasm that would develop management <br />practices which would put the bus system on a paying basis; and that he <br />hopes when the proper time comes to make a permanent arrangement, there <br />will be competitive bidding. <br /> <br />Councilman Patterson's motion, seconded by Councilman Villa, to approve <br />the agreement between the City of Santa Ana and the American Transit <br />Corporation and authorize its execution by the Mayor and Clerk, carried <br />on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Patterson, Villa, Griset,, Yamamoto <br />Her~in, Markel <br />Evans <br /> <br />SOUTH COMMUNITY PLAN The City Manager orally reviewed <br />STUDY the information and recommendations <br /> contained in his report to the City <br />Council dated August 2~, 1971, concerning the Warner Avenue - South <br /> <br />CITY COUNCIL <br /> <br />-288 - <br /> <br />August 30, 1971 <br /> <br /> <br />
