ORAL COMMUNICATIONS Councilman Villa presented copies <br />LEASE AGREEMENTS WEST of a 30-day "Notice to Terminate <br />FIRST STREET Tenancy"~ dated September 17, 1971, <br /> from the City to Mr. Edmond Robinson, <br />1421 West First Street, and a letter dated September 20, 1971 from Camille I~eason, <br />Executive Director of the Orange County Fair Housing Council~ 1405 West Santa <br />Aha Boulevard, to City Manager Carl Thornton. <br /> <br />Both documents were referred to the Staff with the request that they confer with <br />representatives of the Human Relations Commission and the Orange County <br />Fair Housing Council to work out the mechanics of relocating those who lease <br />City-owned property on West First Street as the project of widening First Street <br />progresses, on motion of Councilman Villa, seconded by Councilman Evans and <br />unanimously carried. <br /> <br />Prior to the adoption of the motion, the City Manager advised that the staff had <br />on several occasions requested assistance from the Fair Housing Council but <br />there has been no response; that although the letter from Miss Beason is addressed <br />to him, he has not received a copy; and that the Community Relations Officer, <br />Robert Poriillo, has been in contact with all of the City's lessees on First Street. <br /> <br />Councilman Patterson requested a report on the extent of the City's landlord- <br />tenant relationships throughout the City and particularly on First Street; that the <br />report include information regarding housing that does not meet Code requirements <br />with a recommendation for demolition or improvement; that written and oral <br />communication should be bilingual because of the number of Spanish-speaking <br />families involved; and that relocation counseling be initiated immediately upon <br />issuance of the 30 -day Notice to Vacate in accordance with established Council <br />policy. <br /> <br />The Reverend Galal Gough, Chairman of the Human Relations Commission stated <br />that his concern was that assistance be provided for those families who need to be <br />relocated; that he would hope to obtain clarification of the notice to vacate issued <br />to the Robinson family. <br /> <br />Miss Camille Beason stated that in response to the City's request, she had visited <br />West First Street last month with a Spanish interpreter to determine what mobility <br />the tenants have and what their income is; and that her information is that these <br />people have received no counseling as to their rights and choices. <br /> <br />Manuel Perez, member of the Community Action Council, requested a review <br />of the contract agreements between the City and the tenants to determine what <br />safeguards exist for the renter; that the agreement he has seenallow either the City or <br />the tenant may terminate the lease with 30 days' notice; and that he believes there <br />was a verbal understanding that the tenants would not be displaced until next May -- <br />the time when leased housing would be available for them. <br /> <br />CITY COUNCIL -319~ September 20, 1971 <br /> <br /> <br />
