<br />On motion of Councilman Patterson, seconded by Councilman Villa, and carried
<br />on a 5 - 1 vote, Councilman Evans dissenting, the following application was
<br />received and orde'red filed:

<br />On the unanimously carried motion of Councilman Villa, seconded by
<br />Councilman Patterson, the City Attorney was instructed to file a protest with
