APPEAL #296 <br />SANDPOINTE HOMEOWNERS' <br />ASSOCIATION - (Continued) <br /> <br />except for the moratorium the staff would have recommended approval of the <br />proposal; and that it met the requirements of the 'U~eneral Plan. <br /> <br />Mr. Bill Heying, President of the Sandpointe Homeowners' Association, stated <br />they are appealing approval of VA 72-10, filed by Robert Iq. Grant Corporation, <br />during the moratorium set by Council; that there is a need in the area for a <br />shopping center; that if the townhouses are permitted, there will not be sufficient <br />schools, parks, and other facilities, such as Police and Fire° <br /> <br />The following persons also spoke in favor of the appeal: <br /> <br />Mr. Tony Filicicchia, 413 W. Alpine Way <br />Mr. Richard Taylor, 109 W~ Murphy <br />Mr. Frank Craig, 201 1¥o Murphy <br />Mr. Bill Groves, 606 W. Columbine <br /> <br />It was stated that fill dirt has been dumped onto the site to raise the level of the <br />townhouses; that this will invade the privacy of the single-family homes; that a <br />commercial development of one-story buildings would be preferable because <br />privacy would be maintained and they would not be in use during the night; that <br />higher density and additional traffic would also result to the detriment of the area. <br /> <br />Mr. Roger Turner, 300 Wo Coast Highway, Newport Beach, spoke in favor of <br />the Variance Application filed by the Robert H. Grant Corporation0 He stated that <br />the application was filed before the moratorium was set; that it is felt that the <br />corner of Bristol and MacArthur which is now being developed as a major market <br />center will be available to the residents of the area very shortly; that a neighborhood <br />shopping center is planned with ample parking and access from three different <br />entrances; that the dirt which has been dumped is in a storage area and will be used <br />in the construction area where it has to be compact; that there will be open space <br />and recreation areas; and that they would like to be able to proceed with the <br />development. <br /> <br />There were no further proponents or opponents. The Clerk reported no written <br />co.mrnunications had been received, and the Mayor closed the public hearing. <br /> <br />After discussion, the ~ecis'ioj~oa Appeal #296 filed by Sandpointe Homeowners' <br />Association was postponed until the regular meeting of June 5, 1972, on motion <br />of Councilman Evans, seconded by Councilman Yamamoto, and carried on the <br />following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Yamamoto, Villa, Herrin, Griset, Patterson, Markel <br />None <br />None <br /> <br />CITY COUNCIL -124- March 20, 1972 <br /> <br /> <br />
