A.A. #698 (Continued) <br />HOWARD B. LAWSON <br /> <br />The following persons spoke in opposition to the Amendment Application: <br /> <br />Mr. Jim Laughran, 822 E. Park Lane <br />Mr. William Millen, 920 E. Clemensen Avenue <br /> <br />Opposition was based on the increase in traffic; that street requirements and <br />agreements are based on escrow conditions, which could fail; that if the zoning <br />is changed it should be to R 4; or the applicant should be required to file a <br />variance application. Mr. Laughran presented a petition signed by 27 residents <br />in the area requesting limitations on higher-density type development on the north <br />side of Santiago Park. On motion of Councilman Herrin, seconded by Councilman <br />Yamamoto and unanimously carried, Council received and filed the petition. <br /> <br />There were no further proponents or opponents in the matter. The Clerk <br />reported no written communications had been received, and the Mayor closed <br />the public hearing. <br /> <br />In response to questions from Councilman Patterson, the Director of Public Works <br />stated that the agreement for extension of Lawson Way removes the staff objection <br />concerning the street system; and the Director of Planning stated that R 4 zoning <br />would provide necessary controls for development of the land. <br /> <br />Councilman Villa moved to approve Amendment Application #698 to rezone property <br />north of Santiago Creek, west of Santiago Avenue, from R 1 to R 4. Motion was <br />seconded by Councilman Patterson and carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Villa, Patterson, Herrin, Griset, Markel <br />Evans, Yamamoto <br />None <br /> <br />RECESS <br /> <br />At 8:30 P.M., a recess was declared. <br />The meeting reconvened at 8:40 P. M., <br />with all Councilmen present. <br /> <br />PLANNED RESIDENTIAL The Mayor opened the public hearing <br />DEVELOPMENT on proposed amendments to Santa <br /> Aha Municipal Code to allow Planned <br />Residential Development in certain Districts through the Conditional Use Permit <br />procedure and to establish private street standards for Planned Residential <br />Development. <br /> <br />The Director of Planning briefly reviewed the Planned Residential Development <br />zoning. <br /> <br />Mr. Mickey Conroy, 2520 Linwood Avenue, requested detailed information concerning <br />PRD zoning, stating that it was his understanding the PRD suffix would allow higher <br />densi~ty; that if this zoning is limited to a minimum 12-acre parcel, there would be <br />very little land in Santa Ana where it could be applied. <br /> <br />CITY COUNCIL -120- March 20, 1972 <br /> <br /> <br />
