PLANNED RESIDENTIAL <br />DEVELOPMENT - (Continued) <br /> <br />Councilman Patterson stated that the PRD is an additional control; that it does <br />not govern or remove the basic zoning; that units can be clustered to allow for <br />more open space; and that the basis zoning would still determine the number o{ units <br />per acre. <br /> <br />Mr. Bruce Fink, Attorney, 433 Civic Center Drive West, stated he was opposed <br />to the 1Z-acre limitation; that there are probably many parcels of two or three <br />acres where the zone could be applied. Mr. Tony Filicicchia, 413 W. Alpine <br />Avenue, suggested that the General Plan study should be completed prior to <br />establishing Planned Residential Development, <br /> <br />There were no further proponents or opponents in the matter. The Clerk <br />reported no written communications had been received, and the Mayor closed the <br />public hearing. <br /> <br />There was discussion of procedure in applying for PRD zoning, and the advantages <br />of the plan to the developer and the homeowner. Councilman Evans stated he was <br />in favor of Planned Residential Development but would be opposed to a minimum <br />acre parcel. <br /> <br />The City Manager stated that the procedure requires bringing together of properties <br />for mutual use and mutual ownership and control; that if this is permitted on small <br />parcels, units will be developed that cannot support themselves in continued <br />maintenance and operation; that there should be logical, interpretable standards; and <br />that staff recommends minimum 12-acre parcels. <br /> <br />After discussion, Council consensus was that any size lot could be controlled through <br />variances and conditional use permits at the time they are submitted. <br /> <br />ORDINANCE NS-111Z, ADDITION OF PLANNED RESIDENTIAL DEVELOPMENT <br />CLASSIFICATION BY AMENDMENT TO CHAPTER 41 OF THE SANTA ANA <br />MUNICIPAL CODE including alternate condition "N" was passed to second reading <br />on motion of Councilman Evans, seconded by Councilman Yamamoto, and carried <br />on the following roll call vote: <br /> <br />AY ES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Yamamoto, Villa, Herrin, Griset, Patterson <br />Markel <br />None <br /> <br />RECESS <br /> <br />At 9:35 P.M., a recess was declared. <br />The meeting reconvened at 9:45 P.M. <br />with all Councilmen present. <br /> <br />PLANNED RESIDENTIAL ORDINANCE NS-1113, AMENDMENT <br />DEVELOPMENT - (Continued) TO CHAPTER 34 OF THE SANTA <br /> ANA MUNICIPAL CODE RELATING <br />TO STREET STANDARDS was passed to secondre~iding on fnotion of Councilman He <br />~sec'ondehl by'Councilm~n Eeans, and carried on the following roll call vote: <br /> <br /> AYES: Herrin, Evans, Villa, Griset, Yamamoto, Patterson <br /> NOES: Markel <br /> ABSENT: None <br /> <br />in, <br /> <br />CITY COUNCIL -lZl- March Z0, 1972 <br /> <br /> <br />
