WARNF_,R AVENUE-SOUTH <br />COMMUNITY PLAN STUDY - (Continued) <br /> <br />they are not in favor of continuing the 90-day moratorium on construction in the area; <br />that no further variances or conditional use permits be granted in the area; that all <br />deviations from existing zoning be accomplished by zone change consistent with Plan <br />A; that the PRD suffix be attached to the entire Warner South area; that the amount <br />of park development fees is not sufficient for the City to purchase park property <br />and they are requesting that a dedication factor of ten percent (10%) be used~ <br /> <br />Councilman Herrin's motion, seconded by Councilman Evans, to submit the material <br />to the Planning Commission and receive their report before taking action, failed to <br />carry on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Evans <br />Villa, Griset, Yamamoto, Patterson, Markel <br />None <br /> <br />Prior to voting, Councilman Patterson stated that the Planning Commission had <br />dealt ~vith this matter for several years; that when it came to Council it appeared to <br />be of a crisis nature; that Council created a committee to study the problem and <br />report back to them; that Council will set the policy, and the Commission will be <br />expected to carry out that policy. The Mayor stated that Council's orientation <br />of the problem has been in progress for more than a year; that it is Council's <br />responsibility to make a decision now. Councilmen Villa and Yamamoto concurred. <br /> <br />Councilman Patterson's motion, seconded by Councilman Villa, to adopt as Council <br />policy the recommendations and conclusions submitted by the Joint Committee on <br />Warner-South, carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Patterson, Villa, Evans, Griset, Yamamoto, Markel <br />Herrin <br />None <br /> <br />R EC ESS <br /> <br />At 10:15 PoM., a recess was declared. <br />The meeting reconvened at 10:25 P~ M. <br />with all Councilmen present° <br /> <br />AMENDMENT TO GENERAL PLANNING COMMISSION RESOLUTION <br />PLAN LAND USE ELEMENT NUMBER 5983 AMENDING THE "LAND <br /> USE" PORTION OF THE "LAND USE <br />AND ARTERIAL STREETS" ELEMENT OF THE GENERAL PLAN, and the <br />Planning Director's letter dated January 24, 1972, were received and ordered <br />filed on motion of Councilman Markel, seconded by Councilman Patterson, and <br />unanimously carried. <br /> <br />CITY COUNCIL MINUTES <br /> <br />-211~ May 15, 1972 <br /> <br /> <br />
