GREAT WESTERN The written request from Great <br />RECLAMATION, INC. Western Reclamation dated May 25, <br /> 1972, for Council approval of a <br />stock transfer to SCA Services, Inc., Boston, Massachusetts, was with- <br />drawn from the agenda as requested in a letter from the applicant dated <br />June 5, 1972, on motion of Councilman Villa, seconded by Councilman Evans <br />and carried with Councilman Patterson voting NO. <br /> <br />ORAL COMMUNICATIONS <br /> <br />GREENBELT PROGRAM Mr. Novel James, Chairman of <br /> the Santa Aha Greenbelt Committee, <br /> orally recommended that Council <br />petition the Orange County Board of Supervisors to retain in public <br />ownership, for use as a park - open space in the Santa Aha River/Santiago <br />Creek Greenbelt Plan, a triangular parcel of property (approximately <br />three to five acres) located southerly of Garden Grove Boulevard <br />(Memory Lane) immediately contiguous to the Santa Ana River on the <br />west bank. <br /> <br />On motion of Councilman Villa, seconded by Councilman Patterson, the <br />recommendation was unanimously approved and the staff was instructed <br />to forward an appropriate letter to the Board of Supervisors. <br /> <br />FEDERAL FUNDING Councilman Villa requested that <br /> the record indicate thai on numerous <br /> occasions he had specifically <br />recommended to the City Manager that the City employ and develop an <br />expert, full-time staff member as a Federal Aid Coordinator, to be <br />responsible for all phases of the Council's established policy to seek <br />available Federal funding for capital improvement programs which <br />have been neglected due to lack of funds. He stated that he was formally <br />requesting and urging the administration and City Council to take steps <br />to hire a Federal Aid Coordinator. <br /> <br /> PLANNING COMMISSION Councilman Evans expressed his <br /> resentment of a letter to the Council, <br /> dated May 30, 1972, from Anthony <br />Filicicchia, 413 W. Alpine, because of its implication that the Planning <br />Commission acted illegally. He stated that he intended to give his copy <br />to the Planning Commission. <br /> <br />OUTSIDE MERCHANDISE Councilman Herrin referred to a <br />DISPLAY report dated May 31 from the <br /> Management to Council regarding <br /> the enforcement of the ordinance <br />regulating outdoor display of merchandise and stated that, in his opinion, <br />a great deal of the action which had been instigated was nothing short of <br />harassment. He requested that Council review the report and the staffs' <br />methods of enforcement. <br /> <br />The City Manager and Attorney were requested to prepare a report for <br />Council regarding the regulating ordinance and its implementation for <br />Council discussion on a subsequent agenda, on the unanimously approved <br />motion of Councilman Herrin, seconded by Councilman Evans. <br /> <br />CITY COUNCIL MINUTES -225- June 5, 1972 <br /> <br /> <br />
