MINUTES OF THE ADJOURNED KEGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 11, 1972 <br /> <br />An Adjourned Regular Meeting of the City Council of the City of Santa Ana was <br />convened at 7:15 P.M., in the Mayor's Office, City Hall, 217 North Main Street~ <br />Affidavits of proper notice having been given were on file with the Clerk of the <br />Council. The following Councilmen responded to roll call: Vernon S. Evans, <br />Wade Herrin, Harry K. Yamamoto, J. Ogden Markel, and Mayor Lorin Griset. <br />Councilmen Jerry M. Patterson and Kay Villa arrived at 7:18 P.M. and 7:20 P.M.,~' <br />respectively. Also present were Acting City Manager Bruce Spragg, City <br />Attorney James A. Withers, Assistant to the City Manager G. David Tayco, <br />Clerk of the Council Florence I. Malone,and a representative of the Press. <br /> <br />1972 - 73 BUDGET The Acting City Manager distributed <br /> a "Supplemental Information" report <br /> indicating that the net amount of <br />additional funds available for allocation by Council was $747,190. The report <br />also included a departmental listing of requests for additional persormel, <br />totaling 42 full-time positions, and information pertaining to the proposed bond <br />issues discussed at the meeting held on July 6. <br /> <br />PROPOSED BOND ISSUES Mayor Griset stated that during the <br /> July 6 meeting, Council had discussed <br /> the possibility of placing bond issues on <br />the November General Election ballot to finance Safety and Public Works <br />improvements. <br /> <br />Councilman Villa suggested that a third bond proposal be placed on the ballot for <br />recreational improvements. <br /> <br />In the ensuing discussion, the consensus was that the total amount of the bonds <br />should be somewhere between 12 and 15 million dollars for a five-year improve- <br />ment program. <br /> <br />Councilman Herrin expressed his opinion that a third bond issue for recreation <br />would influence the voter against the other two, even though one measure would <br />have no bearing on the other; and that the two important measures for public <br />works and fire would stand a better chance for passage if the recreational <br />measure was not on the ballot. <br /> <br />Councilman Villa stated that the people's thinking has changed; that they now <br />realize the need for open space, ecology, and greenbelts; and that they should <br />be given the choice of whether or not they do want these things~ <br /> <br />Councilman Markel stated that if the tax rate had been increased during the last <br />five years, the City would not be facing the need for bond issues now. <br /> <br />Councilman Patterson stated he would be willing to include a third proposition <br />for recreation, although he was not optimistic about its passage. <br /> <br />CITY COUNCIL MINUTES -273- JULY 11, 1972 <br /> <br /> <br />
