PROPOSED BOND ISSUES <br />(Continued) <br /> <br />influence a "No" vote on ali of the issues. <br /> <br />Councilman Yamamoto agreed with <br />Councilman Herrin, stating that <br />the recreation measure might <br /> <br />A majority of Council favored three separate bond issues: fire, public works, <br />and recreation, to accomplish a five-year improvement program for a total <br />bonding between 10 and 15 million dollars. Staff was requested to prepare a <br />bond proposal for Council consideration at a meeting scheduled for July 24. <br /> <br />Council established a contingency fund from the $747,190 net additional funds <br />for items 1, 2, and7, totaling $301,800, in the event of failure of the bond <br />issues; items 3, 5, lg, and 16 were funded for completion in the amount of <br />$228,100 from the net additional funds. <br /> <br />CITY ATTORNEY The City Attorney reviewed his <br />BUDGET ALLOCATION budget requests, citing as reasons <br /> for increases increased court cases <br />and activity in zoning violations and other ordinances, as well as civil rights <br />cases He pointed out that adequate staffing would be economy in the long run, <br />and that the additional funding would only be used when and if the need were <br />there. <br /> <br />Councilman Patterson expressed concern over the increase of four personnel <br />in one year, as well as the proposed $105,000 budget increase and asked for a <br />detailed report describing the changes in the operation and workload in the <br />Attorney's office. <br /> <br />Mr. Withers recommended against hiring outside legal assistance for condemnation <br />cases, stating it is a gross waste of funds. He stated that other City departments <br />were, for the first time, using the services of his office and he expected that <br />demand would increase when all the departments were located in the new City <br />Hall. <br /> <br />Further discussion on the City Attorney's budget was continued to a noon <br />luncheon meeting at the City Hall Annex, 530 North Ross Street, on Monday, <br />July 17, 1972, on the unanimously carried motion of Councilman Herrin, <br />seconded by Councilman Patterson~ <br /> <br />ADJOURNMENT At 10:15 P.Mt, the meeting was <br /> adjourned to July 17, 1972, at <br /> 12:00 Noon, in the City Hall Annex, <br />530 North Ross Street, on the unanimously carried motion of Councilman Herrin, <br />seconded by Councilman Patterson. <br /> <br />Florence I.
