MINUTES OF THE ADJOURNED REGULAR <br /> MEETING OF THE CITY COUI'~CIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 24, 1972 <br /> <br />An Adjourned Regular Meeting of the City Council of the City of Santa Ana was <br />convened at 5:10 P.M., in the Mayor's Office, City Hall, 217 North Main Street. <br />Affidavits of proper Notice and Posting were on file with the Clerk of the Council. <br />The following Councilmen were present: Ray Villa, Vernon S. Evans, Wade <br />Herrin, Harry K. Yamamoto, JerryM. Patterson, J. Ogden Markel and Mayor <br />Lorin Griset. Also present were Acting City Manager Bruce C. Spragg, City <br />Attorney James A. Withers, Assistant to the Manager G. David Tayco, Clerk <br />of the Council Florence I. Malone, and representatives of the Press. <br /> <br />1972-73 BUDGET ORDINANCE NS-1122, AN <br />ORDINANCE NS-1122 ORDINANCE ADOPTING THE <br /> ANNUAL BUDGET FOR THE FISCAL <br />YEAR COMMENCING JULY 1, 1972 AND FIXING THE LIMITATIONS OF <br />EXPENDITURES FOR THE SEVERAL FUNDS AND THE FUNCTIONS, DEPARTMENTS <br />AND ACTIVITIES CARRIED UNDER SUCH FUNDS was adopted on motion of <br />Councilman Herrin, seconded by Councilman Patterson and carried on the following <br />roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Villa, Evans, Herrin, Griset, Yamamoto, Patterson <br />Markel <br />None <br /> <br />CHIEF OF POLICE The Acting City Manager's report, <br />SELECTION SCHEDULE AND dated July 11, 1972, outlining a <br />REVISED CLASS SPECIFICATION tentative recruitment and selection <br /> procedure for the Chief of Police <br />position (necessitated by the retirement of Chief E~'ward Allen on December 1, 1972) <br />was received and filed the revised classification specification for Police Chief was <br />approved on the unanimously carried motion of Councilman Patterson, seconded by <br />Councilman Evans. <br /> <br />PROPOSED CHARTER The City Attorney reported on the <br />AMENDMENTS proposed amendments to the City <br /> Charter requested by Mr. Gordon <br />Bricken at the Council Meeting of July 17. He stated hi~~ opinion that an 18 year <br />old would be allowed to vote, as provided by the 20th Amendment to the Constitution, <br />irrespective of a Charter provision to the contrary, but that he would recommend <br />clarification by Amendment to the Charter in the f~ture. <br /> <br />Regarding the residency qualifications for candidacy, the City Attorney stated tIat <br />the City could probably sustain a year period of residency in the City and in the <br />Ward for candidacy qualification; and that the Charter requirement is for two years <br />residency in the City and one year in the Ward. <br /> <br />CITY COUNCIL MINUTES ~299- JULY 24, 1972 <br /> <br /> <br />
