SPECIAL ORDER OF THE DAY <br /> <br />Chairman of the Planning Commission. <br /> <br />The Mayor presented a City Emblem <br />Plaque to Lavelle Sanders in recogni- <br />tion of his service as a member and <br /> <br />AMENDMENT APPLICATION #706 The Mayor opened the public hearing <br />PLANNING COMMISSION on Amendment Application #706 filed <br /> by the Planning Commission, to <br />rezone property generally described as that area bounded on the north by Adams <br />Street; on the east by the Orange County Flood Control District Channel; on the <br />south by Segerstrom Avenue; and on the west by Raitt Street, from the A1 District <br />to the O District (Public Owned Land). The zone change had been approved by <br />Planning Commission Resolution 6013. <br /> <br />The Clerk reported no written communications had been received. <br /> <br />The Mayor called for testimony from the audience, and hearing none, closed the <br />public hearing. <br /> <br />On motion of Councilman Herrin, seconded by Councilman Yamamoto, Council <br />approved Amendment Application #706 and instructed the City Attorney to prepare <br />an ordinance rezoning the property from the A 1 District to the O District (Public <br />Owned Land), on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Yamamoto, Villa, Evans, Griset, Patterson, Markel <br />None <br />None <br /> <br />APPLICATION TO OPERATE The Mayor opened the public hearing <br />A TAXICAB - LENNOX BIRCKHEAD on the appeal filed by Lennox Bfrckhead <br /> from the Police Chief's revocation <br />of his permit to operate a taxicab in the City. <br /> <br />The Clerk reported no written communications had been received. <br /> <br />The Mayor called for testimony from the audience, and hearing none, closed the <br />public hearing. <br /> <br />Councilman Herrin's motion to overrule the action of the Police Chief and <br />instruct him to re-issue to Lennox Birckhead his permit to operate a taxicab, <br />was seconded by Councilman Villa, and carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Villa, Evans, Griset, Yamamoto, Patterson, Markel <br />None <br />None <br /> <br />Prior to voting, Mayor Griset pointed out that the Police Department was require d <br />to revoke his permit if the driver had five or more moving violations within a two- <br />year period; however, he believed that the violations listed in the Police report <br />were not of the kind to make it advisable for Council to deny Mr. Birckhead's <br />permit to operate a taxicab. <br /> <br />CITY COUNCIL MINUTES <br /> <br />-388- <br /> <br />OCTOBER 2, 1972 <br /> <br /> <br />
