Bristol -Tolliver Street Urban Greening Project <br />March 18, 2025 <br />Page 2 <br />DISCUSSION <br />The Public Works Agency (PWA) Engineering Services is responsible for the <br />administration and oversight of all Capital Improvement Projects in the City. In March <br />2018, City Council approved the Bristol Specific Plan amendment. The Bristol Specific <br />Plan designated the parcel on the corner of Bristol Street and Tolliver Street as park <br />land (Exhibit 1). In January 2023, City Council approved a resolution to apply for grant <br />funding from the California Natural Resources Agency's Urban Greening Grant Program <br />(No. 2023-002). On April 2023, the City was awarded $3,502,000 for the Bristol -Tolliver <br />Street Urban Greening Project (Project). The Project will transform approximately 1.25- <br />acres of vacant, City -owned parcels into a new neighborhood park. Of the awarded <br />funds, approximately $420,692 was allocated to consultant design services and grant <br />management, leaving a remaining budget of $3,081,808 for the construction of the <br />Project. <br />The project features a stormwater bioretention basin and stormwater harvest/reuse <br />system for the park's irrigation. The project also includes play equipment and adult <br />fitness equipment with shade structures, pedestrian pathways, lighting, picnic areas, <br />educational signage, and drought tolerant landscaping (Exhibit 2). A skate park and <br />basketball court were included in the project's final design; however, funding has not <br />been identified to construct these features so they are not currently included in the <br />construction contract. Turf will be installed in these locations until funding is identified <br />and these features could be installed as Phase 11 of the project. The project will improve <br />water quality in the Newport Bay watershed and enhance recreational opportunities for <br />the community. <br />A copy of construction plans, contracts, specifications, and all related reference <br />materials, such as The Greenbook, are available for public review at the City's Public <br />Works Agency, Central Files office located in City Hall. <br />Contractor Participation <br />This project was originally advertised for bid on December 19, 2024, with bids due on <br />January 23, 2025. To provide an opportunity for local vendors to submit bids, the City <br />notified 1,743 regional vendors via PlanetBids, many of which are Santa Ana based. <br />Thirteen vendors requested bidding documents, and a total of 13 bids were received. <br />One bid was received from a Santa Ana contractor. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on December 23, 2024, December 30, 2024, and January 6, 2025. The <br />project was also advertised in PlanetBids from December 19, 2024 through January 23, <br />2025. Bids were received electronically via PlanetBids on January 23, 2025. <br />
