TMDII=MI=NT4TTnN nl= 41=I=()Rn4RII= ...nll~'Nt: DDn(;R4M~ <br /> <br />Pursuant to Section 33490 of the Health and Safety Code, each agency that has <br />adoptecl a redevelopment plan prior to December 31, 1993 shall adopt, after a public <br />hearing, an implementation plan that shalf contain the specific goals and objectives of <br />the agency for the project area; the specific programs, including potential projects and <br />estimated expenditures proposed to be made during the next five years; and an <br />explanation of how the goals and objectives, programs, and expenditures will eliminate <br />blight within the project area and implement the requirements of Sections 33334.2, <br />33334.4, 33334.6, and 33413. In addition to the above programs, the implementation <br />plan must describe how the requirements of Sections 33334.2, 33334.6, and 33413 will <br />be implemented. These sections of the Health and Safety Code refer to the agency's <br />responsibility to increase, improve and preselVe the community's supply of low- and <br />moderate-income housing at an affordable cost as defined in Section 50093, and very- <br />low-income housing as defined in Section 50105. <br /> <br />The Agency has been responsible for stimulating the provision of high quality <br />affordable housing, both for sale and rental. The following provides a brief overview of <br />such projects. <br /> <br />'ID The Agency fadlitated and subsidized the development of in-fill new <br />construction units that resulted in the construction of 1 three- and 3 four- <br />bedroom single family homes by the Southland Economic Devefopment <br />Corporation. These for saJe housing units are for low income households. <br /> <br />'OJ The Agency has subsidized the development of a 21 bed community <br />residence for persons diagnosed with HIV/Aids. This development is a <br />collaborative' effort between the Agency, Mercy Charities, and HomeAid, a <br />nonprofit associated with the Orange County Building Industry Association. <br /> <br />m The Agency is culTently working with owners of multi-family units on Minnie <br />Street to enter into an OWners Participation Agreement as well as Covenants, <br />Conditions, and Restrictions (CC&R's) to assist in the revitalization of the area. <br />The plan is to re-design the facades and courtyards of approximately 48 <br />buildings. In addition, loans will be available for the rehabilitation of the <br />units. <br /> <br />m The Agency has participated in the Family Fund Loan Loss Reserve <br />administered by a non-profit, Santa Ana Neighborhood Housing Services. <br />Approximately 13 families have purchased homes through the Family Fund <br />Program. <br /> <br />m With the use of Agency funds, Orange Housing Development Corporation <br />rehabilitated an 84 unit apartment complex housing very low- and fow-income <br />households. <br /> <br />Page 101 of 190 <br /> <br />75D-111 <br />
