<br />1 . <br />; <br />1 <br /> <br />Five-Year Implementation Plan <br />Amended February 2003 <br />Page 33 <br /> <br />The following is a list of those programs which the Santa Ana Redevelopment Agency <br />expects to either continue or to begin within the next fIVe years, the estimated number <br />of affordable housing units assodated with each, their targeted income levels, and the <br />type of assistance provided. Other projects under these programs may be considered <br />and developed in lieu of, or in addition to, those shown. <br /> <br />A. Multifamily Residential Rehabilitation Programs <br /> <br />Over the past several decades, older, small apartment complexes located <br />throughout the city have suffered significant deterioration from overcrowding, <br />with as many as 15 people in a two-bedroom unit. The overcrowded conditions <br />have resulted in accelerated w~r and tear, and deferred maintenance on the <br />interior and exterior of the units. In addition, there have been serious impacts on <br />the surrounding neighborhoods, including trash storage, parking, traffic, and <br />crime. The apartments are predominately occupied by very-low-income persons <br />and families. The lack of on-site professional management has fueled the <br />continued downward spiral of housing conditions and quality of life for tenants. <br /> <br />The Agency is working within focused neighborhoods to provide the necessary <br />financing to improve the conditions of these properties. <br /> <br />B. Single Family Residential Rehabilitation Programs <br /> <br />The City's Community Development Agency administers programs funded by <br />HOME, CDBG, and Redevelopment Agency Housing Set-Aside funds. The <br />program is available citywide to very low-, low- and moderate-income families, <br />with the majority of funds going to households in the low- to very-low-income <br />range. Annually, the Agency Set-Aside funds provide 25-30 loans in an amount <br />of $20,000 to $30,000. <br /> <br />. C. Housing Mortgage Assistance/First Time Home Buyer Programs <br /> <br />The Agency has operated a Mortgage Assistance Program. Currently, the <br />program is being reviewed and will be restructured. The City also participates in <br />the Mortgage Credit Certificate Program that annually assists approximately 20 <br />households. The Agency has provided funds for the Family Fund Loan Loss <br />Reserve administered by Santa Ana Neighborhood Housing Services~ <br /> <br />D. . New Residential Construction and SUbstantial Rehabilitation Programs <br /> <br />The Agency partidpates with private sector for-profit and nonprofit housing <br />developers to develop and substantially rehabilitate a mix of ownership and rentàl <br />housing opportunities throughout the city. <br /> <br />Page 102 of 190 <br /> <br />75D-112 <br />
