Fund and support community service programs and assertive policing to <br />alleviate crime and social problems along the Harbor Boulevard corridor. <br /> <br />3. Enhance and support the residential neighborhoods surrounding Harbor <br />Boulevard. <br /> <br />a. Reduce potential land use conflicts between residential and commercial <br />activities, and incompatible com merda I land uses, by implementing <br />design and development standards which improve the area and <br />mitigate impacts to each use. <br /> <br />b. Provide and maintain a variety of neighborhood-serving activities along <br />Harbor Boulevard and Rrst Street. <br /> <br />c. Improve intra-neighborhood circulation through enhanced collector <br />streets and pedestrian travel routes, land use planning and improved <br />traffic flow on Harbor Boulevard. <br /> <br />d. Whenever possible and/or necessary, retain, expand and/or redesignate <br />open space areas. <br /> <br />e. Use landscaping, entry monuments and other design features to define <br />residential neighborhood and enhance identity. <br /> <br />g. Support and assist neighborhood organizations to encourage <br />neighborhood pride, revitalization and communication among residents, <br />businesses and Oty staff. <br /> <br />. h. Fund and support residential rehabilitation loan programs, policing and <br />code enforcement efforts and public improvements to alleviate crime <br />and social problems, and improve the quality of life in neighborhoods. <br /> <br />4.
