Received public comment on the Consolidated Annual Performance and <br />Evaluation Report for fiscal year 2003 -04. <br />2. Authorized submittal of the Consolidated Annual Performance and <br />Evaluation Report to the U.S. Department of Housing and Urban <br />Development. <br />By a vote of 7:0 at its Regular Meeting of September 7, 2004. <br />DISCUSSION <br />The Consolidated Plan is a comprehensive planning document that identifies <br />a jurisdiction's overall needs for affordable and supportive housing, <br />community development programs, social services and economic <br />opportunities. The plan also outlines a strategy to meet these needs, <br />identifies resources and programs that can be used to address them, and <br />establishes a one -year investment plan that outlines the intended use of <br />resources in a given year. The Consolidated Plan outlines priorities for <br />four federal programs: Community Development Block Grant (CDBG), <br />Emergency Shelter Grant (ESG), HOME Partnership (HOME), and Housing <br />Opportunities for Persons with AIDS (HOPWA). <br />As part of the Consolidated Plan process, the City is required to submit a <br />Consolidated Annual Performance and Evaluation Report (CAPER).
