Consolidated Annual Performance <br />and Evaluation Report <br />September 20, 2004 <br />Page 2 <br />describes the activities and accomplishments for these programs during <br />fiscal year 2003 -04. Among other accomplishments, funding was provided to <br />rehabilitate 37 owner- occupied housing units and to assist with the <br />rehabilitation of 74 rental units. On a regional basis, HOPWA funds were <br />used to provide transitional housing for 78 individuals and tenant -based <br />rental assistance for 65 individuals. Supportive services were provided <br />to 1,438 individuals with HIV /AIDS. Furthermore, HOPWA funds were <br />committed and utilized to support construction of new housing that will <br />provide affordable and hospice housing for persons living with HIV /AIDS. <br />CDBG funds were used to help support a number of programs that addressed <br />the social service needs of the community. Youth services including <br />after - school recreation and cultural arts programs were provided to a <br />reported 15,469 youth. Other CDBG funded public services included public <br />safety, mediation, counseling, drug diversion, medical and dental care, <br />and senior citizen services. ESG funds were provided to 14 organizations <br />offering homelessness prevention activities, essential services, and <br />emergency or transitional shelter services. These organizations assisted <br />a total of 3,770 persons. <br />U.S. Department of Housing and Urban Development (HUD) regulations require <br />that the CAPER be available for a 15 -day public review period prior to <br />being submitted to HUD. On August 23, 2004, a public notice was published <br />indicating that the draft report was available for review beginning August <br />24, 2004. The minimum 15 -day public comment period closed at noon on <br />September 7, 2004. All comments received will be included in the final <br />document submitted to HUD, which is due no later than September 29, 2004. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Patricia C.
