A. ASSESSMENT OF FIVE -YEAR GOALS AND OBJECTIVES <br />Activities undertaken during the program year to address objectives and <br />priorities of the 5 -Year Consolidated Plan - Table 1 (page 54) provides an overview <br />of Santa Ana's accomplishments over the five -year period of the 2000 -2004 <br />Consolidated Plan. Table 1 includes accomplishments for the 2003- 2004 report period <br />— the fourth year of the 2000 -2004 Consolidated Plan. <br />B. AFFIRMATIVELY FURTHERING FAIR HOUSING <br />The City of Santa Ana is required to undertake an analysis of impediments to fair <br />housing prevalent in the community and develop an action plan to address <br />impediments. <br />Santa Ana participated in the preparation of a regional Analysis of Impediments (AI) to <br />Fair Housing. This regional Al was a joint effort of the Fair Housing Council of Orange <br />County, the County of Orange, and 13 Orange County jurisdictions that receive federal <br />grant funds from HUD. HUD regulations require that an Al be prepared or updated in <br />conjunction with the Consolidated Plan cycle (i.e., at least every five years). The <br />regional Al was prepared in 2000, and covers the time period of program years 2001- <br />2002 through 2005 -2006. The Al identified impediments to fair housing choice on a <br />regional basis and delineates strategies regional partners can undertake to overcome <br />identified impediments. In compliance with federal regulations the following information <br />is provided with respect to actions taken during the report period to affirmatively further <br />fair housing. <br />Identified Impediments: The regional Al identified the following impediments to fair <br />housing choice. It is important to note that not all of these impediments may be <br />present in Santa Ana. <br />• A need exists for cost sensitive and effective fair housing counseling that provides <br />comprehensive educational services and fair housing enforcement. <br />• There is a need for pro- active evaluation of fair lending practices in the region to <br />evaluate, explain and eliminate disparity in lending practices by race or national <br />origin as evidenced by Home Mortgage Disclosure Act (HMDA) aggregate report <br />data. <br />• Local jurisdictions do not have a formal fair housing education system in place for <br />employees who impact fair housing issues (e.g., planning /zoning staff, housing <br />authority staff, and code enforcement staff). <br />• Residents do not have adequate information regarding basic housing rights, which <br />may lead to an increase in undetected discrimination. <br />N <br />19E -11 <br />9/9/04 <br />
