• Insurance companies may be targeting certain zip codes for higher denial rates or <br />different terms and conditions. <br />• Local entitlement communities may have policies and programs that affect housing <br />development, which may indirectly act as an impediment to fair housing choices. <br />Actions to Address Identif<ed Impediments: During the 2003 -2004 report period the <br />City undertook the following actions (on its own or in cooperation with regional partners) <br />to address the impediments to fair housing choice identified in the regional Al: <br />• The City continued to support education, counseling and enforcement services at an <br />effective and responsive level. The Fair Housing Council of Orange County <br />( FHCOC) provided fair housing services to 1,534 Santa Ana households during the <br />2003 -2004 Program Year. Activities included: <br />FAIR HOUSING COMMUNITY EDUCATION — On a regional basis, FHCOC <br />conducted over 40 presentations averaging over 25 individuals at each one. FHCOC <br />also published /distributed two fair housing newsletters, spoke at public meetings, <br />and held training programs of 1 to 3 -hours duration for consumers and also for <br />professionals in the housing industry, such as real estate agents, property <br />managers, owners, and lending institution. FHCOC also held a region -wide, equal - <br />housing opportunity theme contest, which was open to all Orange County 5t�' & 6t' <br />grade classes. <br />FAIR HOUSING ENFORCEMENT - Activities included responding to 259 housing <br />discrimination complaints within the region, of which 21 involved Santa Ana. <br />Responses included, as appropriate, investigation, testing, "portfolio testing" <br />evaluation of the merits of fair housing claims, and when appropriate, conciliation <br />and /or prosecution of meritorious housing discrimination cases. <br />TENANT LEGAL ASSISTANCE — Provided legal assistance in 41 housing court <br />actions within the region, which involved housing rights issues such as housing <br />discrimination, substandard conditions, or retaliation for exercising a lawful right. <br />HOUSING DISPUTE EVALUATION & RESOLUTION - Activities included assisting <br />more than 10,669 regional - households to objectively evaluate 25,401 housing <br />disputes. Of these, 3,689 issues were in Santa Ana. <br />MEDIATION PROGRAM - Activities included addressing 264 community disputes in <br />the region through mediation or conciliation, resulting in 65 resolutions. Certified <br />mediators assisted housing providers /consumers to reach agreements about their <br />disputes without litigation. <br />■ FHCOC received extensive training in fair lending laws and enforcement to ensure <br />effective enforcement.
