Section 8 rental assistance in order to establish a new wait list. Presently there are <br />approximately 10,120 households on the Housing Authority's waitlist. <br />The City also utilized substantial resources to assist with the rehabilitation of 74 <br />rental housing units. Units were funded with HOME, state funds, and bond <br />proceeds /resources. Units have restricted rents that are affordable to lower income <br />households. <br />The City also continued to utilize CDBG funds to support its proactive Code <br />Enforcement program. During the report period Community Preservation program <br />staff responded to 12,027 residential housing /building code violations within the <br />City's CDBG target area. <br />Homeless individuals are also considered to experience "worst -case housing" <br />needs. Determining the number of homeless in the City is difficult at best. <br />Recently, the County of Orange estimated that approximately 35,000 homeless (and <br />at -risk) individuals reside in the region. The City's 2000 -2004 Consolidated Plan <br />estimated 1,598 homeless and at -risk persons reside within the City. During the <br />2003 -2004 report period, Santa Ana continued to support numerous activities to <br />meet the needs of its homeless population. These activities are discussed in detail <br />in the Continuum of Care narrative below. <br />5. EFFORTS TO ADDRESS HOUSING NEEDS OF PERSONS WITH DISABILITIES: The housing <br />needs of persons with disabilities were also addressed through various means. <br />■ The City's housing rehabilitation programs are designed to respond to the needs <br />of persons with disabilities. Wheelchair ramps, wider doors, grab bars, and <br />lower counter tops are examples of the property improvements often included in <br />rehabilitation projects for persons with disabilities or with limited mobility. One of <br />the mobile home rehabilitated during the report period included "accessibility" <br />improvements. <br />■ During the report period the Dayle McIntosh Center for the Disabled provided <br />housing assistance and supportive services to 180 disabled Santa Ana residents <br />who were homeless, at risk of homelessness, or had very low income, thus <br />finding it difficult to rent the average priced Santa Ana apartment; $1,156 /month. <br />■ The Mental Health Association of Orange County assisted 440 mentally ill <br />homeless persons with outreach and treatment services. This service was <br />typically provided at homeless encampments or at drop in centers, and primarily <br />served the chronic homeless. Outreach included referrals to appropriate <br />housing. <br />■ Housing services were also provided to persons with HIV /AIDS — a condition <br />often considered a disability or special need. On a countywide basis, 65 <br />1,567 commercial properties code violations were also investigated during the report period. <br />13 9/9/04 <br />19E -16 <br />
