residential care and had access to valuable resource information. Additionally <br />the Feedback Foundation provided home daily meals to 157 homebound <br />seniors, and 72 seniors benefited from services offered at the Southwest Senior <br />Center. <br />■ As the administrator of HOPWA funds, the City continued its partnership with the <br />County of Orange and qualified service providers to provide tenant based rental <br />assistance and other forms of emergency housing /utility assistance. Five <br />hundred fifty -one persons were assisted during the report period with <br />homelessness prevention services. Additionally, HOPWA funds assisted 78 <br />persons with transitional housing and 133 with tenant based rental assistance. <br />Since affordable housing opportunities for persons with HIV /AIDS are limited <br />throughout Orange County, Santa Ana staff continued efforts to develop <br />permanent supportive housing for persons with AIDS. During the report period, <br />HOPWA funds were used to acquire property for the construction of an AIDS <br />housing project in partnership with Mercy Housing, the County of Orange, and <br />the City of Anaheim. Additionally, HOPWA funds have been utilized by Mercy <br />House Transitional Living Center for development of a second AIDS - housing <br />project. <br />■ The 2000 - 2004 Consolidated Plan estimates 14,783 Santa Ana residents with <br />physical or mental disabilities are in need of supportive housing. Building <br />requirements for handicap- accessible units are costly. Due to these costs, <br />developers have been reluctant to undertake the construction of new handicap - <br />accessible units. Nonetheless, the City continued to encourage developers and <br />property owners to build or modify units to meet accessibility needs. The <br />entrances to all buildings rehabilitated at Cornerstone Village (46 buildings) are <br />handicapped accessible." As noted earlier in this report, one housing unit <br />rehabilitated during the report period included improvements to assist persons <br />with limited mobility. <br />■ Based on 2000 - 2004 Consolidated Plan data there are approximately 1,600 <br />homeless /at -risk persons in Santa Ana. Numerous programs were funded with <br />CDBG, ESG and HOPWA funds to assist these individuals. The number of <br />persons assisted during the report period is highlighted throughout this <br />document. <br />■ The City's housing and public service programs provided substantial resources <br />to assist the community's extremely low- income residents. Accomplishments are <br />highlighted throughout this document. Examples include housing rehabilitation <br />and rental assistance, public safety, medical /dental care, and family counseling. <br />2.
