region's institutional structure to address the needs of the homeless and persons <br />with HIV /AIDS are identified and addressed through the coordinated use of <br />limited funds. <br />The City continued to encourage home ownership to promote neighborhood <br />stability. This was accomplished by continuing relationships with the County of <br />Orange in order to implement the MCC program and sustaining partnerships with <br />agencies such as Habitat For Humanity. Additionally, as discussed above, <br />implementation of HUD's ADDI program was also initiated during the report <br />period. <br />■ Linked rehabilitation incentives with coordinated Code Enforcement efforts. The <br />City made resources available to existing or prospective rental property owners <br />to eliminate building code deficiencies. Once improved these units expanded <br />the supply of standard housing in the City. <br />The Weed and Seed program brings together the collective resources of the City <br />in an effort to reduce drug uses, violence, and crime as a means to improve the <br />quality of life for Santa Ana residents, through multi - agency collaborations. Key <br />city players include the law enforcement, community services, housing and <br />employment assistance personnel. Weed and Seed links federal, state, and local <br />social services, private sector plus community efforts. <br />Neighborhood residents were encouraged to participate in the preparation and <br />implementation of neighborhood assessments and plans. Santa Ana's <br />Neighborhood Improvement Program provided the means to facilitate this <br />participation. Key City staff members, called District Managers, are assigned to <br />one of three geographic areas of the City. This staff is responsible for <br />coordinating the implementation of housing and community projects within their <br />district and interacting with the City's 53 neighborhood associations. This <br />coordination includes working with other city departments, public utilities, <br />property owners, tenants, nonprofit agencies and the school district. <br />5. ACTIONS TO IMPROVE PUBLIC HOUSING AND RESIDENTS INITIATIVES: There is no public <br />housing located in the City of Santa Ana. <br />6. ACTIONS TAKEN TO EVALUATE AND REDUCE LEAD BASED PAINT HAZARDS: Lead paint <br />hazards are typically found in buildings constructed prior to 1978 - the year lead <br />based paint was removed from the U.S. consumer market. The Orange County <br />Health Care Agency (HCA), Environmental Health Division is the lead agency in <br />Orange County for tracking reports of lead based paint poisoning. HCA estimates <br />that: <br />Seventy -seven percent of Orange County's housing stock was built prior to 1980, <br />5% built prior to 1950, and 9% built prior to 1940. <br />20 9/9/04 <br />19E -23 <br />
