III. CDBG NARRATIVE STATEMENTS <br />A. ASSESSMENT OF RELATIONSHIP BETWEEN USE OF CDBG FUNDS AND PRIORITY NEEDS, <br />GOALS AND SPECIFIC OBJECTIVES IDENTIFIED IN THE CONSOLIDATED PLAN <br />1. EXTENT TO WHICH CDBG FUNDS WERE DISTRIBUTED AMONG DIFFERENT CATEGORIES OF <br />HOUSING NEEDS IDENTIFIED IN THE CONSOLIDATED PLAN: Fifteen housing units were <br />rehabilitated with CDBG funds during the report period via Rebuilding Together, <br />Orange County (formerly Christmas In April) program activities. Incomes of the <br />households assisted by this program are displayed below: <br />CDBG funding was also expended during the report period to complete the <br />reconstruction of streets, parkways and alleyways in the Cornerstone Village <br />neighborhood. These public facility improvements are an important element in the <br />comprehensive revitalization of this lower income renter enclave, and enhance the <br />housing resources that also have been dedicated to this neighborhood. <br />Construction of these improvements is mostly complete. <br />2. SPECIAL ATTENTION TO HIGHEST PRIORITY ACTIVITIES: The City's 2000 - 2004 <br />Consolidated Plan identified several high priority activities. During the report period, <br />the City allocated substantial resources to meet these high priority needs. High <br />priority community needs undertaken during the report period included funds for <br />anti -crime programs, youth services, senior services, historic preservation, public <br />facility improvements and code enforcement. CDBG funds also provided assistance <br />for high priority homeless needs such as transitional housing and homelessness <br />prevention. Table 1 provides a summary of 2003 -2004 accomplishments that <br />address high priority need. <br />3. EVALUATION OF EXTENT TO WHICH CDBG FUNDS WERE USED FOR ACTIVITIES THAT <br />BENEFIT LOW- AND MODERATE - INCOME PERSONS: As demonstrated above, during the <br />report period, the City continued its efforts to address the priority housing needs of <br />lower income households as identified in the 2000 -2004 Consolidated Plan with <br />CDBG funds. A number of homeless assistance programs were also funded with <br />CDBG. Examples of these efforts include homelessness prevention and emergency <br />shelter activities provided by the Southwest Minority Economic Development <br />Association and Orange Coast Interfaith Shelter. Transitional housing programs <br />were also supported with CDBG funds (e.g., Mercy House, Thomas House WISE <br />Place). CDBG funded programs, such as the Interval House, Women's Transitional <br />Living Center and Dayle McIntosh Center for the Disabled, assisted homeless <br />individuals with special needs. <br />31 9/9/04 <br />19E -34 <br />
