The community development needs of lower income households were also <br />addressed during the report period. CDBG funds were provided to the Santa Ana <br />Historical Preservation Society and the Discovery Museum of Orange County to <br />support the rehabilitation of the historic Howe -Waffle House and Maag Ranch <br />House. Unfortunately, both these projects have experienced substantial delays <br />causing the City to reevaluate its ongoing support. Three street reconstruction <br />projects were also initiated during the 2003 -2004 report period. Construction should <br />be completed during the next report period. Similarly, three park improvement <br />projects started during the report period and should be completed within the next 12 <br />months. Park and street improvement projects are located in the City's CDBG target <br />area. <br />A debt service payment was made on the Section 108 loan obtained by the city to <br />complete construction of the City's Police Holding Facility. This project has made a <br />positive impact on the quality of life for Santa Ana's residents. Similarly, the <br />helicopter surveillance program received CDBG funding. This service provided over <br />450 hours of surveillance and resulted to 2,522 service calls. The reduction of crime <br />in Santa Ana's lower income neighborhoods was deemed a high priority in the 2000- <br />2004 Consolidated Plan. <br />Another program that was highly rated in the Consolidated Plan was code <br />enforcement. The Planning and Building Agency and City Attorney's Office were <br />allocated $1,995,800 for code enforcement activities during the 2003 -2004 report <br />period. This program provided inspections throughout the City's Low- and <br />Moderate - Income target area aimed at ensuring compliance with the Santa Ana <br />municipal building and housing code, and ensuring that health and safety standards <br />were maintained in deteriorating areas. Funding was also used to prosecute <br />property owners who failed to make required property improvements. <br />Finally, the City supported a wide array of programs that addressed the social <br />service needs of the community. Many of the public services funded by the City are <br />key elements to its strategy to reduce the number of families living at or below <br />poverty. Services were provided to a reported 15,469 youths during the report <br />period. Youth services included education, after - school recreation /education, and <br />various cultural arts programs. Other CDBG funded public services included public <br />safety, mediation /restitution, counseling, drug diversion, medical /dental care, and <br />senior citizen services. <br />Based on the HUD CDBG Financial Summary Report (Exhibit No. 4), 100% of <br />CDBG funds were expended for the benefit of low- and moderate - income <br />households and individuals. <br />32 <br />19E -35 <br />9/9/04 <br />
