I. REHABILITATION PROGRAM INFORMATION (DESCRIPTION OF PROGRAM, PROJECTS /UNITS <br />COMPLETED, TOTAL CDBG FUNDS INVOLVED, AND OTHER PUBLIC AND PRIVATE FUNDS <br />INVOLVED DURING THE REPORT PERIOD) <br />CDBG funds were utilized to rehabilitate 15 housing units during the 2003 - 2004 report <br />period. The table below provides an overview of the programs, number of units <br />completed during the report period, the amount of CDBG funds expended on the <br />project(s), and the amount of other public /private funds involved: <br />J. HUD APPROVED NEIGHBORHOOD REVITALIZATION STRATEGIES OR EZ/EC ANNUAL <br />PROGRESS REPORT <br />In January 1999, HUD designated the City of Santa Ana as an Urban Empowerment <br />Zone (EZ). Since its designation, EZ activities have been designed to support the City's <br />commitment to build a sustainable community and foster economic opportunities for EZ <br />area residents. During the 2003 -2004 report period, EZ resources were provided to the <br />City for implementation of its strategic plan. A summary of 2003 -2004 <br />accomplishments is outlined below: <br />Community Partnerships / Capacity Building <br />During the 2003 -2004 report period, efforts were concentrated on establishing <br />mechanism to address gaps in workforce needs of the FEZ businesses and FEZ <br />residents. Specific gaps that were explored included childcare, housing, transportation <br />and health care. To address these gaps, commitments were made to enhance the <br />nonprofit community by expanding knowledge and expertise in respective fields. <br />Economic Development <br />Efforts continued to attract more businesses to the FEZ. Four businesses were either <br />retained or attracted to the FEZ during the 2003 -2004 report period. Additionally, two <br />sites were prepared for development. These vacant and blighted properties will be <br />developed into new light industrial uses; several businesses have already been <br />identified as tenants. Finally, approximately 1,200 FEZ residents participated in <br />various job- training programs; 474 of these individuals were placed in "local living wage <br />jobs." <br />Sustainable Community Development <br />During the 2003 -2004 report period, ten W.O.R.K. Center partners provided FEZ <br />residents with a variety of services easily accessible through the Daisy Wheel System. <br />The "Daisy Wheel System" is a point of entry mechanism to the W.O.R.K. Center <br />continuum of services.
