Special skills, work experience or education; steps taken to provide skills, <br />experience or education. <br />Even though Santa Ana did not use CDBG funds for economic development <br />activities, the City provided economic opportunities for residents through other <br />programs including the Redevelopment Agency funded Business Retention & <br />Attraction program, and Workforce Investment Act and Welfare -to -Work programs. <br />G. ACTIVITIES TO SERVE LIMITED CLIENTELE NOT FALLING WITHIN ONE OF THE PRESUMED <br />BENEFICIARIES GROUPS (NATURE, LOCATION OR INFORMATION DEMONSTRATING ACTIVITIES <br />BENEFITED AT LEAST 51 % LOW - AND MODERATE - INCOME PERSONS) <br />CDBG funds were utilized to benefit several presumed beneficiaries. Programs <br />funded with CDBG for presumed beneficiaries included programs for seniors, the <br />homeless, abused /neglected children, victims of domestic violence, and disabled <br />seniors /adults. Other public services and community development activities not <br />falling within one of the presumed beneficiary categories were required to provide <br />documentation to verify income eligibility. For public service and housing activities, <br />program staff collected, verified, and documented household income data to <br />determine eligibility. If appropriate, a self - certification of household income was <br />allowed. Activities with area -wide benefit were limited to neighborhoods of the City <br />where a majority of residents are of low- and moderate - income. Map No. 1 (page <br />63) identifies CDBG target areas of the City where at least 51 % of residents are of <br />low- and moderate income. <br />H. ACTIVITIES GENERATING PROGRAM INCOME (REVOLVING FUNDS, FLOAT FUNDED <br />ACTIVITIES, INCOME FROM THE SALE OF REAL PROPERTY, OTHER LOAN REPAYMENTS, LOAN <br />ADJUSTMENTS /WRITE OFFS, PARCELS OF CDBG ACQUIRED PROPERTY AVAILABLE FOR <br />SALE, OR LUMP SUM DRAW DOWN PAYMENTS <br />The City of Santa Ana received CDBG program income totaling $330,119 during the <br />report period.15 These funds will be recycled and utilized for eligible CDBG <br />activities. The City did not undertake any revolving funds or float funded activities. <br />Additionally, the City did not receive income from the sale of real property or loan <br />adjustments /write offs. <br />15 The IDIS CDBG Financial Summary Report (Exhibit 4) indicates $322,498.60 in program income was <br />received during the report period; however, this amount includes $28812.97 in 2002 -2003 program <br />income that was reported in IDIS in July 2003 and excludes $7,620.72 in 2003 -2004 program income <br />reported in July 2004. <br />35 <br />19E -38 <br />9/9/04 <br />
