IV. HOME NARRATIVE STATEMENTS <br />A. ANALYSIS OF HOME FUNDS DISTRIBUTED AMONG DIFFERENT CATEGORIES OF HOUSING <br />NEEDS IDENTIFIED IN THE CONSOLIDATED PLAN <br />The City of Santa Ana has utilized its HOME funds to expand and preserve the City's <br />supply of affordable housing. According to City Finance Department records, a total of <br />$1,526,499.02 in HOME funds was expended during the report period (including <br />$386,977.28 expended for program administration). HOME resources were utilized to <br />assist both rental and owner units. These units were "home" to extremely low -, very <br />low- and low- income households. The table below provides a summary of Santa Ana's <br />distribution of HOME funds among different income categories of housing: <br />The City vigorously sought to meet the objectives it had established as part of the 2003- <br />2004 Annual Action Plan; Table 2 also summarizes this information. <br />B. MATCH REPORT <br />As a recipient of HOME funds, the City of Santa Ana is required to match each HOME <br />dollar spent during the report period. Typically, a HOME Participating Jurisdiction (PJ) <br />is required to match HOME funds at a ratio of one non - federal dollar for every four <br />HOME dollars spent (i.e. 25 %). HUD notified the City that due to the fact that Santa <br />Ana's per capita income is less than 75% the national average (i.e., less than $16,190), <br />and more than 11.5% of Santa Ana families live in poverty, it was eligible for a 100% <br />match reduction. Despite this match waiver, the City continues to maintain a log of all <br />match resources. A summary of Santa Ana's efforts to meet match requirements is <br />provided in Form HUD- 40107A (Exhibit No. 6). <br />1. Form HUD -4107A — Form HUD- 40107A is incorporated into this report as Exhibit <br />No. 6. This report provides information regarding the City's efforts to match HOME <br />funds during the report period. According to IDIS (report No. C04PR33 dated <br />8/27/04), the City's match obligation for the 2003 Program Year totaled $0. As <br />stated above, Santa Ana's match requirement was 0 %. During the report period, <br />the City had already accumulated $2,943,165.12 in excess HOME match from prior <br />years and committed $642,163 in new matching funds. <br />38 <br />19E -41 <br />9/9/04 <br />
